Council heading for confrontation over games area demolition plan

Muddle over future of Lincoln Court

According to papers released today, York Council planners are prepared to enlist the support of the Secretary of State in their bid to demolish the all-weather games area (MUGA) near Lincoln Court. Council officials claim that the children’s play facility must go as part of their plans to build an additional 15 “extra care” flats on the adjacent site.

Sport England, the resident’s association, local Councillors and residents have all objected to the plan. They feel an alternative games area should be provided before the existing facility is lost.  They have pointed to the Thanet Road Sports area as a possible alternative location.

Council officials have had over a year to sort out an alternative but are understood to have only recently contacted the Acorn Rugby Club who lease most of the alternative site.

Sport England effectively has a veto on the removal of facilities. If the Council wanted to demolish the existing MUGA without their agreement the they would need the approval of the Secretary of State to do so. It seems that they are prepared to risk such a confrontation.

Hopes that an Executive meeting to be held on 18th March would broker an agreement on the dispute over play provision are now fading

The move is the latest in a series of decisions which have gradually seen sports facilities and open spaces eroded in the Westfield area. Last year planning permission was given to build on the Lowfields playing field. A local bowling green faced the same fate while the Hob Moor school playing field is being reduced in size. 5 years ago the Council agreed to build on the Our Lady’s playing fields.

Figures produced by the Council, in support of its Local Plan proposals, reveal that there is a deficiency in all forms of open space and sports provision in the Westfield ward. The ward now also has the highest levels of child obesity in the City

The issues are before the committee again because an earlier planng permission incorrectly identified the new “apartments” as being for residents requiring “extra care”.  The latest application adds to the confusion as the report also refers to the new units as being for “extra care”. In reality 15 extra care units would not be economically viable because of staffing requirements.

The scheme has also been criticised for reducing the amount of garden space available for residents and for providing inadequate off street parking space for visitors.

More parking spaces to be provided on Tudor Road

The Council has relented in the face of pressure from local residents and has agreed to provide an additional 3 off street parking spaces on Tudor Road.

The original plans only showed two spaces being provided in the rear garden of a block of flats. Now this is being increased by three. They will be constructed on the verges about halfway down the road.

The plan goes some way to compensating for the three spaces which will be lost when the access road for the Lowfield development is constructed.

Even two extra spaces will not be enough to satisfy the pent up demand which is already apparent in the area with verges and forecourts being pressed into service as impromptu parking areas.

The parking problem is likely to get worse when the new development is occupied. The “Yorspace” section of the development site has been criticised as it will only provide 12 parking spaces for 19 new homes. This may force some occupiers to park on Tudor Road

Separately the Council has now revealed that the “Yorspace” homes will not be categorised as “affordable”.  This calls into question why the land for the development was sold by the Council at a heavily discounted rate. The discount means that taxpayers will effectively be subsidising the occupiers of the properties although in some cases they may be relativity wealthy individuals.

 

 

Residents invited for first look at new Castle Gateway plans

York residents are invited to view plans for a multi-storey car park at St George’s Field, a new bridge over the Foss and a residential development at Castle Mills area.

This is the first phase of the Castle Gateway masterplan, with planning applications due to be submitted in late spring of this year.

The proposed developments are the vital first stages to deliver the centrepiece of the vision for Castle Gateway – a new public space around Clifford’s Tower and the Eye of York.  The four-storey car park at St George’s Field is needed to replace the parking places which would be lost on the current Castle Car Park, and would be funded through the new residential apartment developments on the site of the now demolished Castle Mills Car Park.

As part of the plans a new public bridge spanning the River Foss would connect Piccadilly and the rear of the Castle Museum, opening up planned cycle and pedestrian route along the river into town.

Bats and hedgehogs at risk through Council developments

The Council has now published on their web site the comments of their Ecology and Countryside officer on the plan to extend Lincoln Court.

Contractors are currently ripping out the hedge on the school boundary of the site.

The officer states that a replacement hedge must be provided as part of any redevelopment.

There are also concerns about the displacement of bats.

One item, relating to the movement of small mammals like hedgehogs,  will be of particular interest to local residents who are concerned not just about this proposal but also the plans for the nearby Lowfields site.

There a developer (Yorspace) is planning to replace the existing railings with a close boarded fence. Effectively such fences hinder the free movement of hedgehogs

The Ecology officer hasn’t commented on the Lowfield proposal although the wildlife issue has been highlighted by the Lowfields Action Group as part of their objection.

 

Poor research or something more sinister?

A few days ago, Labour issued a statement condemning the City of York Council for agreeing to sell off Bootham Park Hospital. Only problem was that the Council had never owned the hospital site. Decisions about its future rest with NHS property, a central government agency.

Labours 2014 plan to develop land on Moor Lane

Now Labour candidates in Dringhouses and Woodthorpe are trying to blame the local coalition for the proposal to build near to Askham Bog on Moor Lane.

It appears that the candidates – who in fairness appear to have little local experience – do not realise that it was a Labour controlled Council that first identified the site for development when they published their version of the Local Plan in 2014 (it is still available to be read “on line”).

The previous version of the Plan, agreed by the outgoing LibDem led council in 2011, had retained the site in the Green Belt.

An incoming Labour administration adopted a “Big City” approach to development and earmarked large areas of Green Belt for development. They wanted to grow the size of the City by 25%. This included building on the land at Moor Lane.

Later the plan was jettisoned when Labour lost control of the Council following a by election in the autumn of 2014.

The latest version of the Local Plan – backed by the ruling LibDem/Tory coalition – protects the Moor Lane site from building.

Not withstanding this, developers are still trying to use the 2014 draft Local Plan as leverage to get planning permission for the site before the final revised  Plan is implemented  by central government.

It takes a particularly thick brass neck to accuse your opponents of responsibility for a mistake that your own side made.

NB. Labour have published their 2019 local election manifesto. In it they promise to build hundreds of new houses each year many of which will be in new “villages” on the outskirts of the City. The new “villages” will be located on what is now Green Belt land.

The Save Lowfields Playing Field Facebook page points out that a significant amendment to the plans for the “Yorspace” development has been submitted.

They say The Yorspace developers have submitted new plans for their 3 storey “communal house” building. In effect they raise the height by incorporating angled solar panels. This would make the building even more dominating and intrusive. (There are other ways of incorporating solar energy harvesting)”.

Only a couple of days to record objections to this proposal are they are hoping to have it determined at the March Planning Committee meeting.

Hedges ripped out near Lincoln Court

Hedges are being ripped out by contractors in preparation for the start of building works at Windsor House and Lincoln Court.

The new disabled centre, which will replace Windsor House, does have planning permission. It is understandable that developers Sewells will want to remove the hedges before the bird nesting season starts.

Work to the rear of Lincoln Court is more controversial. A planning permission granted in December was found to be flawed. This forced the Council, to submit a new application which has yet to be determined. It has attracted a lot of objections including a significant one from Sport England.

It is therefore premature to undertake work in that area.

Sport England reaffirm their opposition to loss of Kingsway all weather play area

Could the Council fund an upgrade of the Thanet Road Sports area?

The future of the  all weather games (MUGA) provision in the Kingsway part of York remains unclear. Sport England – with the backing of local Netball and Football governing bodies – is insisting that, if the present facility is removed, then a similar provision must be made nearby.

In effect, Sport England have a veto over new developments if they involve the loss of sports fields. They can insist that a development application  is referred to the Secretary of Sate for a decision.

The Foxwood Residents Association has also voiced its concerns claiming that a fitness trail – planned by officials for Chesney’s Field  – would not meet the informal sports/leisure needs of the 8 – 13 age group.  Instead they urge that discussions take place with the Acorn Rugby Club aimed at funding improvements, and wider access, to the floodlit area that is already in place on the Thanet Road Sports area.

York Council officials are being particularly stubborn on this issue. It is putting at risk a plan to modernise the sheltered housing flats at Lincoln Court.

Some flexibility, urgency and imagination in addressing the issues now needs to be shown by both Councillors and officers at West Offices.

Spark appeals against planning decision

Spark April 2018

It seems that the Spark organisation has submitted a last-minute appeal against the Council’s decision not to allow them to keep the Street Art/Graffiti on their Piccadilly frontage. They had hoped that the Council would not enforce the planning condition which requires them to install wood cladding on the outside of the shipping containers.

In August they lost their planning application to revise the conditions governing their use of the site.

Any appeal could take months to resolve, so it may now be down to the Council, as the landlord, to act to remedy the defect. The Council will be expecting a major payment from the business over the next few weeks.

The Spark lease runs out in June 2020.
