100 lost car parking spaces, brutal architecture & a dodgy cycle crossing feature in latest St Georges Field plans

York residents are being invited to see the final plans for the St Georges Field and Castle Mills developments.

City of York Council is sharing plans for a multi-storey car park at St George’s Field, a new bridge over the Foss and a residential development at Castle Mills area ahead of submitting planning applications over the next two months. 

The proposed developments are “the vital first stages to deliver the centrepiece of the vision for Castle Gateway – a new public space around Clifford’s Tower and the Eye of York”.

The four-storey car park at St George’s Field is “needed to replace the parking places which would be lost on the current Castle Car Park, and would be funded through the new residential apartment developments on the site of the now demolished Castle Mills Car Park. By moving the car park, the plan would remove a number of journeys from inside the inner ring road”.

As part of the plans a new public bridge spanning the River Foss would connect Piccadilly and the rear of the Castle Museum, opening up a planned cycle and pedestrian route along the river into town.

The plans involve the loss of 100 car parking spaces to which can be added to those already lost when the Castle Mill car park was closed a couple of years ago. The multi storey car park is further away from the main shopping streets. Its lower floor is likely to be unusable when river levels are high.

How the retail community will view this reality remains to be seen.

There is a new shared cycle/pedestrian crossing at the junction with the inner ring road. The proposal fails to separate these users from general traffic, a failing also evident in the solution proposed for cycle priority in the Leeman Road/Marble Arch area.

There will be a shared cycle/pedestrian bridge across the Foss near the rear of the Castle Museum.

More controversially the artists impressions for new residential buildings on Piccadilly show an unrelentingly brutal architectural approach. It will not be to everyone’s taste.

The Council claims that the plans have been refined since they were shared at public events, online and through social media in March.

The two drop-in events feature an exhibition of the proposals and the opportunity to talk to the team about the plans. There is also the chance to take guided walks of the area to explore the developments on location:

The Castle Gateway masterplan was created after City of York Council teamed up with a local group called My Future York to develop ‘My Castle Gateway’.  The ongoing, open conversation has taken in walks, talks and conversations on social media to develop a brief and explore emerging ideas before this masterplan was finalised.

Flooding in York – Update report publised

A further report on plans to deal with flooding in York will be discussed at a Council meeting next week.

Funding has been allocated to the Environment Agency (EA) following the floods in 2015 to renew existing and provide new flood defences across the city, £17m has been allocated to the Foss Barrier improvements and £45m to the wider flood defences across the City.

Following the development and publication of the York Five Year Plan (https://www.gov.uk/government/publications/york-5-year-flood-plan) the EA have developed the Defra Strategic Outline Business Case and financial approvals have been sought and obtained from Defra.

York river safety improvements announced

The York Council is to fund a further £50,000 of work to improve safety near the rivers that flow through the City.

A range of river safety measures were recommended by the Royal Society for the Prevention of Accidents  last year

Phase one of the work programme includes the introduction of new life buoys, post and chain fencing along the River Foss and improvements to river side tow paths.

Phase two of the work will see new ladders and chains installed to aid exit from the river and replacement post and chain fencing at Wellington Row and Kings Staith.

“Southern Gateway” rebranding for Castle/Piccadilly development

It looks like the York Council may be about to try to revive the Castle/Piccadilly development project.

An item on their forward programme suggests that a rebranded “Southern Gateway” scheme will be considered at a meeting taking place on 24th September

The project has historically involved an area of land bordered by Piccadilly, Coppergate, Clifford Street and the inner ring road. It includes the former tram depot/airspeed factory, the Castle car park and Piccadilly House.  There is some speculation that the area under consideration may be extended further long the banks of the Foss to tap the burgeoning growth now taking place in the Hungate area.

The Council – which owns car parking land in the potential development area – has attempted on two previous occasions to bring forward comprehensive redevelopment proposals for the land. The last failed following a Public Inquiry some 12 years ago. In the main, criticisms reflected the impact that the development might have on Clifford’s Tower.

In the interim much of the property on Piccadilly – and particularly the area facing the Foss – have remained semi derelict. Periodically land owners have tried to get planning permission to develop the area in a piecemeal fashion but this has been resisted. One developer (LaSalle) went bust and any redevelopment stalled when the recession hit in 2008. The absence of an agreed Local Plan has not helped.

With residential property prices in the City Centre now soaring, this may now be a good time to revive the process needed to agree a new comprehensive development plan.

A mixture of ground floor retail with apartments above may just prove to be attractive to developers. There is likely to be pressure to include a new heritage attraction possibly making use of the historic links to the old airspeed factory (currently being demolished). The retention of adequate car parking will be seen as  essential by many retailers and the idea of putting some of it underground may be worth further consideration.  A pedestrian bridge over the Foss has been a recurring theme of previous proposals and would help internal circulation around the site.

Whether the York Council now has the capacity to provide a credible lead on such a major project remains to be seen. It is already deeply in debt and the new Executive’s revised budget continues to reflect the increased borrowing assumptions of their predecessors.

There also remains a question about the skills mix and experience of a workforce that has been scaled down over recent years and which is already struggling to deliver major projects like the Community Stadium, Guildhall and York Central.

Still a Masterplan for the future of this very significant site is needed, so we look forward to the publication of the latest set of ideas.
