As attention focuses on the major backlog in waste collection that is developing in York, another “behind closed doors” decision has been taken to order 12 new refuse collections vehicles.

Two of the 12 will be electric vehicles. These vehicles cost approximately 2.5 times more than their conventional counterparts but are cheaper to run. They have range limitations.

There is only 1 supplier of these types of vehicle in the country and they say that January 2021 is the earliest that delivery can be expected.

The 12 vehicles will cost £3 million in total.

A further order is expected to be approved later in the summer bringing the total investment to over £6.6 million

Much of the Councils waste management fleet is well beyond its normal lifespan. This has resulted in unreliability with missed collections a feature of the last 18 months of operation. The COVID crisis has simply magnified the problems.

The Council has never satisfactorily explained why it did not continue its annual vehicle replacement programme to ensure that overall reliability levels remained acceptable.

It appears that indecision – prompted perhaps by a hope that more electric options would become available  –  led to unacceptable delays in placing orders.

The Councils internal scrutiny and audit processes should have  revealed the risks associated with such inaction.

Sadly that process didn’t seem to work.

Quite what quality of service residents can look forward to over the remainder of this year remains unclear.

Latest waste service update Thursday 28 May

More bad news on refuse collection in York. There are delays in collecting recycling, emptying green bins and removing some household waste across significant parts of the City

Some recycling has been out on the streets for 3 days now.

The Council says that it will work through today and tomorrow (Saturday) to clear the backlog.

The Council has also been urged to provide an update on the capacity and use of its bulky waste removal service which was restarted last week.

Similar information about the availability of “booking slots” at household waste sites like Hazel Court might help to reduce demands on the collection service.

Garden Waste

We were unable to collect garden waste from from Haxby, Earswick and Huntington due to the large amounts being collected.

This garden waste will be collected on Friday 29 May. Please present your containers for collection by 7.00am.

We’ve been unable to return to St Aldred’s Mews due to access issues and will return as soon as we are able. We’ve also been unable to return for garden waste collections from Wednesday 27 May. We’re returning for this waste in Acomb and Heworth on Thursday evening”

Recycling and green waste collection backlog

The York Council is struggling ot deal with the volume of recycling and green waste being presented. In some areas this has been on the streets for over 48 hours. Household waste collection was up to date as of the end of work yesterday (Wednesday).

We think it is time for them to give more details of the issues that they face, the remedies being applied and the likely date when collections are expected to return to normal.

This is the update that they published today.

The York Council has run into further problems today with household waste, recycling and green bin emptying. There were issues on both sides of the City

Council aiming to clear garden waste and recycling collection backlog today (Saturday)

The Council says that it will work today to try to clear the backlog of waste collection in the City.

The backlog has developed due to “social distancing” issues while garden waste volumes have been very high following the recent suspension of collections.

Waste collection update

The Council are struggling to catch up wiht householdwaste, reccyling and green bin emptying in various aprts of the City. Thye workede on into teh eveing yesterday and promise to continue into Satuirday if necessasry. Their latest update says,

More waste collection issues hit west York

It looks like the Council has caught up with the collection of domestic waste at least in the Westfield area today.

Unfortunately the same can’t be said for commercial waste with some problems reported weeks ago still to be resolved.

EARLIER: For the first time in several months the York Council failed to update its refuse collection report page yesterday. This prompted speculation that there were too many roads missed to be able to list them all.

The failure to list those streets where bins hadn’t been emptied also prompted questions about whether the promised “next day” emptying will actually take place.

Worst collection problems since 2012

There is a danger of a bow wave of failures extending into next week. Residents who have been storing green waste in gardens, pending the resumption of the emptying service, may already have refilled their bins.

For a Council which has been quick to issue “sound bite” media releases even when it had little of interest to report, this communications failure – on a key public service which everyone uses – is disappointing.

As well as the backlog in green bin emptying (put down to heavy bins) social distancing measures are blamed for a growing backlog in collecting recycling.

Recycling in over 10 streets in the Westfield/Foxwood area alone was not collected yesterday

Previously the Council had blamed vehicle failures and capacity issues for problems with the waste collection reliabily.

There have been calls for a change in top management at the Council or even for the service to be outsourced (AMEY provide the service in the Selby area)

Ironically, at the peak of the corona virus scare, household waste and recycling collection systems worked well.
