More bad news on refuse collection in York. There are delays in collecting recycling, emptying green bins and removing some household waste across significant parts of the City

Some recycling has been out on the streets for 3 days now.

The Council says that it will work through today and tomorrow (Saturday) to clear the backlog.

The Council has also been urged to provide an update on the capacity and use of its bulky waste removal service which was restarted last week.

Similar information about the availability of “booking slots” at household waste sites like Hazel Court might help to reduce demands on the collection service.

The Council has said,

Household waste

“We were unable to collect household waste from small areas of Haxby, Wigginton and Strensall.

This household waste will be collected on Friday 29 May. Please present your containers for collection by 7.00am.

Recycling

We were unable to collect recycling from Rufforth, Clifton and Huntington due to operational restrictions to do with Covid-19.

We’ve been unable to return for recycling collections from Tuesday 26 May and Wednesday 27 May.

All this recycling waste will be collected on Friday 29 May or Saturday 30 May. Please present your containers for collection by 7.00am.

Garden Waste

We were unable to collect garden waste from from Haxby, Earswick and Huntington due to the large amounts being collected.

This garden waste will be collected on Friday 29 May. Please present your containers for collection by 7.00am.

We’ve been unable to return to St Aldred’s Mews due to access issues and will return as soon as we are able. We’ve also been unable to return for garden waste collections from Wednesday 27 May. We’re returning for this waste in Acomb and Heworth on Thursday evening”

Recycling and green waste collection backlog

The York Council is struggling ot deal with the volume of recycling and green waste being presented. In some areas this has been on the streets for over 48 hours. Household waste collection was up to date as of the end of work yesterday (Wednesday).

We think it is time for them to give more details of the issues that they face, the remedies being applied and the likely date when collections are expected to return to normal.

This is the update that they published today.

Latest waste service update – Wednesday 28 May

All household waste has been collected as scheduled.

We were also able to collect all outstanding household waste from Tuesday 26 May.

We were unable to collect recycling from a number of properties in the following areas due to operating under coronavirus restrictions:

  • Earswick
  • Heworth
  • Heworth Without
  • Hull Road

We were unable to collect all outstanding recycling waste from Tuesday 26 May.

Missed recycling collections from 26 and 27 May will now be collected on Thursday 28 May. Please present your containers for collection by 7.00am.

We were unable to collect garden waste from a number of streets in the following areas due to capacity issues:

  • Acomb
  • Heworth
  • Heworth Without
  • Stockton-on-Forest

We will attempt to collect missed garden waste by Thursday 28 May, but may not be able to revisit until later in the week. Please leave greens bin out and we’ll get to you as soon as we can.

Council aiming to clear garden waste and recycling collection backlog today (Saturday)

The Council says that it will work today to try to clear the backlog of waste collection in the City.

The backlog has developed due to “social distancing” issues while garden waste volumes have been very high following the recent suspension of collections.

Missed bin collections in York – backlog growing

The missed bins from yesterday and due for collection in Haxby, Huntington, Fulford and and Bishopthorpe today weren’t collected. This is put down to continuing staffing and vehicle reliability issues.

The Council says that it will try to empty all outstanding waste and garden bins tomorrow (Saturday)

It does increasingly seem that the bin emptying service, which was often regarded in public satisfaction surveys as the most appreciated local service provided by the Council, is now in decline.

Residents tell us the the bins, due for collection in Poppleton last week, have now been emptied.

Meanwhile streets in Earswick, Heworth and Stockton on Forest were missed today.

It remains unclear when the York Council hopes to deal with issues arising out of inadequate vehicle capacity and unreliability.

Residents demand answers

Bin emptying arrangements have been plagued with problems over the last few days.

According to the Councils web site many bins in Fulford and Bishopthorpe weren’t emptied today. The Council blames staff sickness and vehicle problems for the poor service.

Missed bin collections Friday and Monday

Last week several neighbourhoods suffered delayed collections. These included parts of Strensall, Haxby, Wigginton, Acomb, Huntington and Heworth.

On Friday garden waste collections didn’t take place in Poppleton.

Residents were told to leave their bins out for emptying on Saturday but they were missed again.

Incredibly the Council has failed to issue a media statement explaining the delays, apologising and indicating when they expect to catch up with their collection schedule.

Residents should receive a personalised refuse collection timetable through their letterboxes during the next few days. It covers the next 12 months and explains when to expect collections over the busy Christmas period.

It makes no reference to the One Planet App which was discontinued last week following concerns about hacking. Consequently there is no readily available mobile link which provides up to date information for those on the move.

Green bin emptying has now stopped and will recommence in April

Unfortunately the leaflet, while explaining what can be recycled at the kerbside, fails to explain how to safely dispose of other items such as hard plastics.

Signage at the recycling centres such as Hazel Court is also in need of refreshing.

Meanwhile the Council is trying to fill some long term vacancies in its refuse management teams. In recent weeks there have been several occasions when recycling has not been collected. Details are usually posted on their Facebook page (click) each day.

The Council has issued a statement saying,

“Earlier this year, City of York Council made a number of changes to waste services to address some of the challenges it’s faced including a national shortage of HGV drivers, sickness and poor weather.

Whilst the pressures have been on prioritising household waste and box recycling services, as statutory services mandated by public health acts. The consequence of this is that garden waste collections have been the most affected.

In addition to training loaders as LGV/HGV drivers from within the waste services team, a successful recruitment day was also held in September, with an accelerated application process.

In addition this, the council is making further improvements in the coming months to its IT systems, so that drivers can be guided during the rounds, allowing them to flag issues but also accurately record uncompleted rounds. Staff will also be used as drivers and loaders so that if there is a shortage of either, the council can use existing staff to help.

There is also an opportunity to replace the council fleet over the next few years. The majority of the current vehicles are due to be paid for at the end of this financial year and work has started to specify the fleet.  New vehicles are expected to arrive in 2020.

More can be done though and on top of the above, a report will be taken an Executive Member decision session next month, recommending a new driver apprentice programme.

If approved, the council will develop a driver apprentice programme within the waste team to train drivers as early as next year. This would enable staff to be trained and as a result retained by the council”.

Cllr Andrew Waller, Executive Member for Environmental Services, said: “I’d like to thank staff for working extra days to make up for missed collections. We’ve already made a lot of changes to the service but we know more can be done to improve the service’s reliability. So, it’s important that we learn from the challenges the service has faced and the decisions made, so that we can give our front-line crews the chance to provide the best service possible to our residents.”

Thoresby Road recycling not collected today

The York Council says,

“We are still working hard to catch up on garden waste collections and have managed to collect today from another 593 properties in the Tadcaster Road area.

Unfortunately, we were unable to collect garden waste in the Tang Hall area. If you live in Tang Hall and are affected by this please leave your green bin out for collection and we will collect it as soon as we can.

Despite the crew working beyond their shift, 200 properties on Thoresby Road Acomb did not receive a recycling collection today due to the volume of waste presented. The team will return to collect this tomorrow. Please present your recycling for collection by 7am Wednesday”.

Rubbish from homes in Poppleton and Rawcliffe not collected today

The York Council says it will collect garden waste tomorrow morning from 33 streets in Poppleton and Rawcliffe.

They were unable to collect them today due to a power outage which affected the site where waste is processed. Using manual rather than electronic processing has taken longer than usual, so they have not been able to complete the rounds.

The Council asks those affected to leave their bins out by 7:00am, Saturday 26 May
