British Sugar site housing plans finally submitted

The media are reporting that plans to build 1100 homes on the former British Sugar site have been submitted to the York Council.

The plans have not yet been published on the Councils web site.

The site has been available for development for about 5 years with the recession mainly to blame for the slow progress.

Residents will be looking with particular interest to see how the additional traffic generated by the development will be handled. It appears that access will be concentrated on Millfield Lane.

If the plans are approved it will reduce demands to build on Green belt sites around the City

Terry’s – planning recommendation published

Terry'sCouncil officials are recommending that approval be given to the erection of 79 houses and 161 apartments on the former Terry’s site on Bishopthorpe Road. 

A decision will be taken at a Planning Committee meeting scheduled to take place on 18th December.

The proposal from David Wilson Homes  is likely to be subject to  a Section 106 agreement which will require the provision of off site public pen space, school places  and affordable housing.

The same meeting will be recommended to refuse planning permission for a 40 pitch touring caravan site on Malton Road.

No new approach from Labour in York

Those looking for a change of approach from the “new” Labour leadership on the York Council will be disappointed by the content of reports being circulated with next weeks Council agendas.

Having already broken the long standing convention that no party political opinions should be published in Council documentation, both the outgoing Leader and Deputy Leader have produced reports which criticise their opponents or seeking to blame the Coalition for all the ills of the world.

So much then for any attempt at making a fresh start or reaching consensus. Some at least want to continue the confrontational approach which was rejected so comprehensively by electors in the October by-election

One report even seeks to blame the government for a reduction in the number of people registered to vote in the City!

More significantly it continues to turn a blind eye to the deteriorating condition of the infrastructure (right) on many Council estates in the City.

Cllr Alexander sadly has written his own epitaph by claiming “Liberal Democrats want no Local Plan or one that would fail Government requirements” In reality, a Local Plan agreed in 2011 which Labour tinkered with and then withdraw.

Liberal Democrats want a Local Plan which respects both the priorities of the City’s population and which seeks to preserve the unique qualities of the City. Labour’s plan to expand the size of the City by over 20% during the next 15 years satisfied neither of the tests.

Failure to produce a Local Plan which could attract the support of both the Council and the people of the City is a poor legacy to leave to your successor.

How many Labour Councillors does it take to change a light bulb?

Two Cabinet members are to be summoned to a meeting on 11th December to decide whether to include the Punch Bowl in on a list of properties subject to an article 4 direction.

A meeting in October rejected the request even though designation would only require any proposed change of use to be subject to a formal planning application.

The Cabinet members for Planning and for Finance are now being asked to remove permitted development rights by CAMRA who are backed by a 1200 signature petition.

Bus service cuts – no consultation planned

Residents will have to wait until early January before finding out which local bus services Labour plan to cut. A decision meeting would have aired the issue was to have taken place on 11th December. old bus

The issue has now been referred to a Cabinet meeting scheduled for 6th January 2015.

The Council has made it clear that they are not proposing to consult with passengers likely to be affected by any cuts.

Planning permission sought for replacement sports hall at Heslington

The planning committee taking place on 4th December will consider an application to replace the temporary University sports hall which is located on Heslington Lane.

The temporary hall has been in use for over 8 years and is showing signs of wear and tear.

The replacement hall measures approximately 55m x 40m x 13m to the ridge. The building would be insulated and incorporate heating and ventilation. Materials would comprise insulated panels and a fabric membrane roof, all over a galvanised steel frame. Access would remain as existing, from Heslington Lane via James Way.

The application is recommended for approval.

Sport England have asked for  a condition securing the use of the sports hall by the local community.

The hall is additional to the facilities being provided at the sports village on Hull Road.

Newbury Avenue development update

A Council planning committee will decide on Wednesday whether to give the go ahead for the development of the Newbury Avenue garage site.

The scheme has been heavily criticised for reducing still further the amount of off street parking available in an area which has a high proportion of flats.

The plan involves demolishing 28 garages.

The Council has refused to provide more parking lay-bys or to reinvigorate the dropped kerb programme to make more spaces available.

Last week – in a behind closed doors decision – they refused to act on parking problems being experienced outside the Carlton House  flats on Windsor Garth

Instead they have directed people who rent garages to other blocks some as far away as Foxwood. A waiting list for these garages is now building up and parking problems are becoming acute.

Now the published plans suggest that the scheme designers have failed to recognize the need for a secure boundary between the new buildings and Hob Moor. It is 25 years since the Council recognised that – to keep down crime levels as well as preserve the Hob Moor nature reserve – robust railings were need on the boundary. This lesson seems to have been forgotten.

The Council admits, “That the site is contaminated and that it lies near to a closed landfill site”

The scheme design is an improvement on what was originally proposed but many residents will feel that these 9 flats -when taken together with the 55 homes being built on the nearby Our Lady’s school site – represent an overdevelopment.

Damage to roads in the area is the first tangible sign of an accelerated decline in public service standards in the area.

The committee is expected to visit the site on Tuesday 7th October arriving at Newbury Avenue at 10:15am.

Hob Moor nature reserve being dug up

Work is taking place on Hob Moor to install a new drain. The system will serve the new development on the former Our Lady’s school site.

It is understood that the work has forced a farmer to remove his cattle from the moor.

The development has always been unpopular with many as it was almost twice the size originally envisaged.

In addition the impact on traffic in the area is expected to be significant with many fearing that lack of parking space could cripple the estate. Already narrow roads like Ashford Place and Ascot Way are bearing the brunt of  noise and vibration. from construction traffic.

However concerns about the Hob Moor nature reserve have been ignored by the Labour dominated planning committee when the developer has come back with several requests for modifications to their plans.

We understand that concerns have been raised with English Nature

Inadequate drainage in the area was one concern which led to a significant change to the site height about a month ago

New Local Plan

Labour have revealed that 2 new Gypsy (Traveller) sites will be established during the next 5 years on land described by the Council as being located between the A1237 (Moor Lane) and the  Rufforth (B1224).

More transparently it is located about halfway between the York boundary and Rufforth on Wetherby Road

There will be a total of 30 pitches at the sites.

These sites were not subject to consultation last year and  seem to have appeared out of the blue.
