Crunch Green Belt meeting put back

Green Belt campaign logo The Council meeting – which was to have publicly discussed for the first time Labours plans to build in the York Green Belt – has been put back from the 18th September to Monday 22nd September.

The decision has not been publicised and is obviously designed to ensure that only minimum notice is given to residents about the revised plans.

Labour hope that this will frustrate opponents of their original plan which would have seen the size of the City increase by 25% over the next 15 years.

Now it appears that the new plans won’t be made available to the public before 15th September.

The proposals will then be rushed through a – Labour controlled – Cabinet meeting on 25th September.

York Council calls special meetings to discuss controversial plans

Lendal bridge fines and Hob Moor development proposals on the agenda for two meetings

  • The special all party meeting – which will review the Labour proposal not to notify drivers that they may be entitled to a refund of fines paid on Lendal bridge –  will take place on  Wednesday 27 August at 5pm (the agenda will be published on Monday 18 August).
  • New proposals which would see a significant change to the building plans on the former Our Lady’s school site are being discussed at a Planning Committee meeting being held on 21st August.  The proposals involve raising the height of the site to facilitate better drainage. The plans have raised concerns about the effect that they may have on Hob Moor, existing properties and roads in the area. Click here to see the papers

Improved path through Acomb Wood set to be approved tomorrow

The Councils Planning Committee is set to approve improvements to the footpath which runs through Acomb Wood when it meets tomorrow (Thursday).

 A planning  application seeks permission to form a new pedestrian footpath through Acomb Wood to link Ashbourne Way and The Quaker Wood PH entrance and to extend the existing path from the Given Close entrance to Lomond Ginnel.

The footpath would be formed of a geotextile membrane which will be laid on top of the existing ground level. Up to 150mm of porous crushed recycled building material will be laid on top and held in place by timber edging. The edging will be held in place by metal or wooden stakes. The surrounding ground level would be re-profiled to the timber edging to prevent a trip hazard.

4.11 At present, whilst the path is established, it is very damp and muddy under foot. The area is extensively used as a cut through and by dog walkers. The raising of the path and the formation of a hard surface would enable the route to be more accessible and easier to negotiate when the weather is inclement.

Chaloners Road development

The demolition of the Council garages on Chaloners Road is also recommended for approval at the same meeting.

 The proposal seeks to demolish the garages and erect a residential development containing 2 no. two bed houses and 6 no. 2 bed apartments.

The application is made by Housing Services and the apartments would all be for social rent (although Housing Services do not know if they will form part of the downsizing provision for the over 55s as yet). 6 no. car parking spaces would be provided.

Amenity space would be provided to the rear; including gardens for the houses and shared amenity space for the apartments.

The sub station would be relocated to the front (south west) corner of the site.

Hob Moor development site – third request for changes to planning conditions

Yet more changes to the planning permission granted for the erection of houses on the former Our Lady’s school site on Hob Moor have been submitted. It is the third change, to the conditions imposed by the Planning Committee, requested by the developers in little over 1 month. The letters issued to neighbours who objected to the original – very controversial – plan are opaque with only a very limited time available in which to raise objections. All in all, it is not a satisfactory way of dealing with genuine concerns.

Schools overcrowding crisis looms if York expansion gets go ahead

The York Council has admitted that it will need to find school places for at least an additional 800 primary age children by 2016.

These are children who will move to the City to occupy houses built on (mainly) green field sites around the City.

The number is in addition to a forecast increase of 1359 primary pupils resulting from natural changes to birth rates and new developments already scheduled to take place.

The number of primary school pupils stands at 12513. This will increase to over 14,000 by September 2016.

The Council says that it has identified between 13 and 15 schools which will need to be expanded, with “one or two” additional schools being built.

The Council accepts that most of the expansion – the costs and source of funding for which are not yet known – will be built on existing playgrounds and playing fields.

With “lead in” times for new school buildings in excess of 2 years, it is likely that the City will see greater use being made of temporary classrooms over the next few years.

The revelations come at a time when the Council is starting to consult on proposals to include still more – mainly green field – land in its development plans..

The draft Local Plan published by the Labour led Council 12 months ago proposed that the City should increase in size by 22,000 homes (25%).

Following the highest number of objections ever received for a city-wide consultation in York,  theCouncil is moving closer to adopting a Local Plan for the city. The new proposals change some of the sites and add in others.
