Resurfacing works on key routes in York throughout June

City of York Council will be carrying out roadworks on key routes in June, The following works are being undertaken:

  • Melrosegate: Resurfacing works will take place from the 18 June for one day, working between 9.00am and 4.00pm. In order to carry out the work safely, the use of ‘stop and go’ traffic control boards between Fifth Avenue and the access to Tang Hall Community Centre, will be necessary whilst works are taking place to manage lane closures, together with the use of a lead vehicle convoy system to guide traffic past the works at a safe and constant speed.
  • Tang Hall Lane (Phase 1): Resurfacing works will take place from 19 June for two days, working between 9.00am and 4.00pm Monday to Friday only. In order to carry out the work safely, we will be closing the road north of Lang Avenue to south of Temple Avenue.
  • Tang Hall Lane (Phase 2): Resurfacing works will take place from 23 June for one day, working between 9.00am and 4.00pm. In order to carry out the work safely, we will be closing the road north of Hadrian Avenue to Hull Road.
  • Main Street, Wheldrake: resurfacing works will take place from 24 June for two days, working between 9.00am and 4.00pm. In order to carry out the work safely, there will be a full road closure and a fully signed diversion in place. The closure will be between the junction to Millfield Industrial Estate and the junction to Millfield Court, with access to both still available. Bus stops within the road closure will not be in operation, however, bus services will be available from the relevant bus stops outside of the closure points. Buses will be diverted from Church Lane via Greengales Lane, Elvington Lane, A64 returning to normal route at A19 Selby Rd. Same diversion in reverse for the return journey.
  • Vicarage Lane: Resurfacing works will take place from 25 June for one day, working between 9.00am and 4.00pm. In order to carry out the work safely, we will be closing the road at York Road.
  • Wheldrake Lane to Benjy Lane Junction: Resurfacing works will take place from 26 June for one day, working between 9.00am and 4.00pm. In order to carry out the work safely, there will be a full road closure at the junction of Wheldrake Lane and Benjy Lane and a fully signed diversion in place. Bus stops within the road closure will not be in operation, however, bus services will be available from the relevant bus stops outside of the closure points. Buses will be diverted from Main St via the other Wheldrake Lane to Escrick, Skipwith Rd then via A19 resuming normal route at Crockey Hill. Same diversion in reverse for the return journey.

Confusion over Gale Lane diversions

Signs on Gale Lane warn that Tudor Road is now closed to traffic. Bus services have been diverted.
Tudor Road will be closed for at least two weeks in connection with works at the Lowfields development. No special arrangements have been made for cyclists who are currently using the footpath.
Gale Lane is also closed at the Foxwood Lane/Thanet Road junction. This work results from a water main burst at the weekend. The diversion is via Askham Lane.

Bishopthorpe Road closure set to continue for at least 2 months

With almost breath taking arrogance, the York Council has issued a statement saying that the closure of the southbound lane at Bishopthorpe Road shops will continue for another 2 months.

There has been no debate about other options and a large petition – which asked for the road to be reopened – has been ignored.

No report on the success or otherwise of what the Council describes as a “trial” has been published.

One of the earliest criticisms of the scheme was that the Council had failed to identify how the success or otherwise of the project would actually be judged. It simply referred, rather loftily, to social distancing and government policy.

In reality, the array of bollards has made little difference to social distancing while the contraflow bike lane has introduced another, unwelcome, hazard for cyclists. There has been no consideration of opening up parallel routes (Darborough Street/Cherry Street & St Benedict’s Road) which would at least have provided a much shorter diversion

Nor has the opportunity been taken, during a relatively quiet period, to test an off peak pedestrianisation of the shops area between 10:30am and 4:00pm. Such a scheme would also have aligned with the governments policies while also providing much more room for social distancing. The impacts both economic and on transportation would have provided some real food for thought.

Too late now though, as imminent road works in the Nunnery Lane area are set to cause even bigger traffic congestion problems with the bus services one likely early victim. Works on the nearby South Bank flood alleviation scheme (subject to a planning committee decision next week) will further add to transport woes in the area.

Not content with increasing pollution levels on Scarcroft Road the new diversion via the City centre will add over a mile to some journeys.

We doubt that many will bother. Rather the pressure for the Council to adopt an open and inclusive approach to decision making will mount. The Council leadership needs to move out of its bunker mentality and start to re-engage with the local community.

We saw in 2015 what happened when a particularly stubborn administration tried to force the Lendal Bridge closure on an unwilling population.

The same will happen again unless polices and attitudes change and change quickly.

Haxby station consultation prompts strong sense of déjà vu

The York Council has announced that it is conducting an “on line” consultation on whether (and where) a new railway station should be provided.

It says the short timescale (responses have to be in by 26th May) has been prompted by a request by central government for bids to its “New Station Fund 3”.

Haxby station back on the agenda

The timing is ironic with public transport facing a difficult time as the impact of “social distancing” hits home. Some 90% of bus and rail journeys may be deflected onto other transport modes. Still any new station would take several years to come to fruition so hopefully, by then, public transport will have recovered its popularity.

This will be the fourth attempt to get a new station opened at Haxby. The ambition dates back to the time when the City fell within the boundaries of the North Yorkshire County Council. That authority looked at various possible new station sites with Haxby, Strensall and a halt at the York hospital being the most popular.

The plans always came to nothing for a variety of reasons.

Initially there was confusion about whether the Haxby station was aimed at the “park and rail” (Parkway) market or at local villagers making their way to York, Leeds and beyond. A York rail shuttle service was deemed to be uneconomic, so services would be limited to the Transpennine frequencies.

The “Park and Rail” option proved to be problematic as a site with good road access and a large parking area was required. This might have been found near to the A1237 but that would have meant a hefty hike for those wanting to walk to the location. In the event, road-based park and ride services won the day although a residual fear remains that parking problems might still be caused if a village location attracts car born commuters from the east.

The working assumption is now that the station will be sited where the previous platforms were located (Station Road). One previous consultation in the 90’s also favoured the same location.

It produced an indignant response from one resident who had just purchased a property on Station Road.  He claimed he had no knowledge of any railway in the area much less a railway station. Officials pointed out that there was strong clue in the name of the street that he lived on!

Some favoured taking over the nearby allotments as a car park. This is also the current plan.  

Others were less enthusiastic and pointed out that the old station site was not very central to serve the now much larger Haxby/Wigginton community.

However, the key issue was always one of finance. 

Even the cheapest dual unmanned platform and bus shelter design cost over £1.2 million.  Stopping the transpennine trains would incur a delay and a cost. Any additional refinements, for example, a footbridge or car park would see the capital costs escalate.

 Analysis of transport demand suggested heavy peaks in the morning and evening commuter periods with a much lower demand at other times. Any re-timing of services might cause issues with “path” capacity at York station.

Finally there was a concern that a station could take customers from both stage carriage and park and ride bus services. This could mean less frequent – or possibly no – bus services in the Haxby area.

The survey does not really address many of the traditional barriers to providing a railway station at Haxby. It says nothing about either investment or running costs. It says even less about frequencies or hours of operation.

Without such information, respondents are unable to give an informed reply.

 The survey does, however, ask if respondents are “more or less likely to use public transport as a result of the coronavirus crisis”!

They go on to, rather naively, ask what residents would like to see “which would give them confidence to use public transport again?”

More roadworks including St Helen’s Road monthly resurface

Resurfacing works will take place from Wednesday 20 May between 9.00am and 5.00pm, for 4 weeks, working Monday to Friday only.

In order to carry out the work safely, phased lane closures will be in place from the junction of Middlethorpe Drive to the junction of Knavesmire Road whilst works are taking place

The resurfacing works will take place from Wednesday 10 June for up to 4 nights, working between 7.30pm and 5.00am, Monday to Friday only. A full road closure from, but not including, the junction of Lawrence Street up to, but not including, the junction of Morrison’s will be necessary whilst works are taking place.

In addition to the above, we’ll be carrying out kerbing and drainage works on Monday 1 June for a period of 7 days working Monday to Friday, from 9.15am to 4.00pm. These works will be carried out under local traffic management, will not affect access/egress and the road will be open as normal.

In order to carry out these works safely, a number of measures will be taken.

Staff will use ‘stop and go’ traffic control boards whilst works are taking place to manage lane closures, together with the use of a lead vehicle convoy system to guide traffic past the works at a safe and constant speed. This is to ensure that adequate health and safety is maintained for both local residents, the travelling public and the contractor

Site staff will be on hand to advise and assist residents about any access restrictions once the works are ongoing

All on-street parking in the working area and within close proximity to the works will be suspended at these times, although any specific access requirements may be arranged by speaking to the site traffic management operatives, who will co-ordinate with residents’ and businesses’ requirements around the ongoing construction operations. This will not affect access for residents or businesses and the road will be open as normal

Bus services will be running as normal, and although there may be slight delays as a consequence of the works, this will be kept to a minimum

Emergency services will be permitted through the works at all times. Please note that cyclists are advised to dismount and use the adjacent grass verges.

Blue Bridge repairs to start next week

Refurbishment and maintenance works are scheduled to take place on Blue Bridge, over the River Foss, from Monday 18 May for up to eight weeks.

This will include general painting and repairs to the bridge parapet railings, the removal of old paintwork and steelwork repairs. In order for these works to be done safely, the bridge needs to be removed from the site.

A temporary scaffold walkway and bridge will be installed to allow pedestrian and cyclist access whilst the works on Blue Bridge are being undertaken.

There will be two brief closures (of up to 15 minutes each) during this time, to allow the bridge sections to be lifted out and returned into position. This will take place towards the start of the project and towards the end.

The width and overall length of the temporary bridge will be similar to the existing Blue Bridge. We’re asking residents to allow plenty of space between themselves and others in order to reduce the possibility of groups meeting along the restricted width of the temporary walkway.

The works themselves will take place between the Blue Bridge Lane and New Walk (i.e. along the River Ouse riverbank side).

It is possible to avoid this area by traveling via Fishergate for both pedestrians and cyclists.   

The width dimensions of the temporary bridge will be similar to those of the existing bridge, but with a ramp to access the bridge from one side. Cyclists will be able to use the temporary bridge which will be flat, unlike the existing bridge which rises to a peak.

The River Foss navigation will not be available for access to river craft for the duration of the works.

Plans to widen footpaths in Piccadilly, Micklegate and Low Ousegate

The Council has belatedly published the background to its decision to  introduce a contraflow cycle route at the Bishopthorpe Road shops.

The scheme – which diverts southbound traffic onto Nunnery Lane and Blossom Street – has been criticised for increasing safety risks for cyclists. Critics also say there has been an unnecessary increase in congestion and emission levels while road works are taking place near the Holgate Road junction.

A, very thin, background report was apparently considered by the acting Chief Executive Ian Floyd on 5th May. Details have only just emerged. There was no opportunity given for public consultation on the draft proposals.

It is claimed that the change was prompted by queuing issues for pedestrians on the butchers side of the road. The Council claims that some traders were restricting the public footpath width by displaying goods outside their shops.

The report sounded the following warning, “It should be noted that where highway space is limited the provision of more space for pedestrians will reduce the space available for other modes including cyclists and/or may complicate the layout of highways – making it harder for deliveries or road users to understand and/ or navigate”.

There are Highway Maintenance works in the area which may mean that the road closure would need amending for a few nights in mid May”.

The changes cost £4000 with an ongoing weekly expenditure of £2000. The report says, “The maintenance cost could reduce if there were other traffic management schemes in the city at the same time.

It appears that no safety audit results were reported to the decision making meeting which was held in private.

The arrangement has impacted on the number 11, 26 & 21 bus services.

The report also says that measures may be warranted at the city centre food shops on Piccadilly, Low Ousegate and Micklegate.

Hopefully any such proposals will involve a full safety audit and consultation. Any changes in Low Ousegate in particular could have significant knock on effects on public transport.

NB. Some Labour Councillors are trying to change the policy that they advocated in January when they wanted to ban all private car use within the City walls. They now want to establish a Ultra Low Emission Zone (ULEZ) in the same area. This would allow electric car users access but would hit commercial premises deliveries, and some bus services, very hard. It is not a practical short term option.

There is a more immediate need to address the travel needs of the large number former bus users who will be excluded from that mode of travel because of ongoing social distancing rules

Monkbar to close for overnight resurfacing on Sunday

Following the completion of the traffic signal renewal at the junction of Monkbar, Lord Mayor’s Walk and St Maurice’s Road, City of York Council will be resurfacing the junction from Sunday 10 May.

To minimise disruption work will take place overnight from 7.30pm – 5am and is expected to take five nights to complete, weather dependant. The work includes resurfacing the road and adding markings.

All crews carrying out the works will be operating under strict social distancing guidance due to the current Coronavirus restrictions. All but essential maintenance has been paused during the outbreak of Coronavirus.

We have worked with trade unions and our supply chain to develop new ways of working during the pandemic. This ensures that works on the road can happen in a safe way for front line operatives and the public, whilst roads are quieter than normal.

This follows guidance from the Department of Transport, which has asked council’s to continue with normal highway maintenance as much as possible.

To minimise disruption the resurfacing work will be carried out in two phases as follows:

  • Phase 1 (Sun 10 May – Tue 12 May): Jewbury/St Maurice’s Road and Goodramgate Closed with traffic on Lord Mayor’s Walk and Monkgate down to a single lane operating under lane closures and temporary lights. Jewbury/St Maurice’s Road will be turned in to a 2-way road allowing access and egress to and from the hotels and Cloisters Walk only (no through traffic). Access and egress will only be granted to St Maurice’s Road/Jewbury from the direction of Layerthorpe/Foss Islands Road/Peasholme Green. The slip road on Foss Bank to Jewbury will also be closed.
  • Phase 2 (Wed 13 May – Thu 14 May): All roads will remain open with traffic on Lord Mayor’s Walk and Monkgate down to a single lane.

The roads will need to be closed during the resurfacing work on phase 1. Clearly signed diversion routes will be in place for through traffic. The closure is to ensure that adequate health and safety is maintained for local residents, the travelling public and the contractors undertaking the work.

Emergency services will be permitted through the works in any situation. A one way system will be in place on pavements to ensure that people can effectively distance themselves from other footway users.

All on street parking in the working area and within close proximity to the works will be suspended including a small section of on street parking on Lord Mayors Walk during work times.

During phase 1, Bus services 12 and 14 will be diverted via Layerthorpe, Eboracum Way and Heworth Green meaning Monkgate will not be served. Buses from the direction of Haxby to York/Foxwood will not be affected.

Aldi queue priorities for NHS & emergency services

Supermarket Aldi has said that nurses, police officers and firefighters will take priority in its queues.

In a statement, it said: “All day, every day, key workers in the NHS, police and fire service will take priority ahead of queues into our stores upon showing a valid ID.

“This is in addition to early access on a Sunday, where they can enter stores 30 minutes prior to opening.

Thank you from everyone at Aldi.”

Financial support for residents

The York Council  have announced a details of emergency funds totalling £1.25m for residents affected by the COVID-19 pandemic. Residents will be able to receive financial help from two funds, depending on their circumstances and how much help they need. The two funds are the:

  • Emergency hardship fund for residents affected by Covid-19
  • Council tax COVID-19 hardship fund

York Council community response and hubs

“We have invited people in need to contact us via the council’s standard number as well as via covid19help@york.gov.uk  Calls are being dealt with by the Customer Centre (now operating 7 days a week).  Any requests for help that fall outside of normal service requests are being forwarded to a unit that we have established to respond to individual need.   We are dealing with a wide range of requests for help.  We are responding according to the nature of the need, for example:

  • Referring to a voluntary organisation providing a relevant service
  • Sending a volunteer to do shopping for the individual
  • Arranging a delivery of food via the foodbank
  • Arranging delivery of food that we have procured
  • Arranging follow-up welfare calls using volunteers
  • Linking the individual into the local Facebook groups

To support this effort we are in daily contact with all the relevant voluntary organisations to understand their needs as well as what they have to offer.  We are working particularly closely with the foodbank to focus on food issues to understand demand and adapt our approach accordingly.

Our response will now be bolstered through the establishment of community hubs.  The hubs are part of the city’s co-ordinated response to the COVID-19 emergency. They are not open to the public and are at strategic locations around the city. In the first instance these respond to the government’s requirement to deliver food to the “medically shielded” (we will be provided with a list of who these people are) prior to a national door to door delivery system kicking in.  We expect our first delivery of food imminently to our central warehouse.  Our hubs will also provide a safety net for this system should any individual be missed. 10 hubs are now ready to pack food into boxes as soon as it is delivered.  A further 14 can be opened if required”.

Homeless support

We are aware of the government’s announcement about how council’s should be supporting homeless people. People sleeping rough in the city are among the most vulnerable in the city and it is important for their immediate and long-term health to get them into accommodation.  We have accommodation for those who are still outside. From there, we can provide them regularly with food and support for their other needs.The Government has asked us to triage people to different location according to any underlying health issues and we’re working on this. More information on our support we are offering was outlined in our  press release from earlier this week.

Business support

The business briefing includes how we’ve worked with Make it York, York BID and the LEPs to make the case for small employer support, and are raising some teething issues with over government-backed loans with the British Business Bank. Now we are asking businesses to tell us what other support their business needs by completing this short survey from Make it York – whether they are a member or not.

 Mental wellbeing

Public Health England has tailored Every Mind Matters to provide advice and tips on how to manage anxiety during social distancing and isolation. People can find guidance, advice and tips on how to maintain mental wellbeing while at home or are worried and anxious about the outbreak is the NHS site.

Register office

 As of Monday 30 March, York Register Office is closed to the public following the Coivd-19 pandemic. Following Government guidance we are now asking people to register a death by telephone.  If you have been given a medical certificate of cause of death from a doctor, you will need to deliver this to the Register Office (post through the letter box) or post the certificate to us.

Before delivering or posting please ensure you add the following details, clearly, on the medical certificate of cause of death (MCCD) envelope:

  • name of the person who will register the death
  • a contact number and email address for the person who will be registering the death
  • the name of the funeral director (if known)

Once we have received the MCCD we will call you to arrange the registration. If you have not received a MCCD from the doctor, please call 01904 654477 or email registrar@york.gov.uk. We apologise for any inconveninence.

 Changes to public transport

Following the Covid-19 pandemic City of York Council have worked with York’s bus and train operators to ensure key workers and people making essential journeys are still able to get in and around the city.

After the Government announced guidelines stopping all but essential travel the number of people using bus and train services in the city has dropped substantially. In light of this we have worked with operators to remove non-essential services. We are also reminding those who are travelling need to consider social distancing whilst they move around.

 Bus services:

Bus operators and the council have looked at bus usage over the past week after restrictions were put in place to assess what trips are required for key workers, essential journeys, and also to gauge demand levels so services can operate within social distancing guidelines. Most services are continuing to run, but on a less frequent timetable. Some services will stop where there are other options for travellers. Specific changes are:

  • Park and ride services from Askham Bar, Poppleton Bar and Grimston Bar will cease from Sunday.  FirstYork will take park and ride tickets on adjacent services on their town network (for example, service 12 for Askham Bar, service 10 from Poppleton Bar and Grimston Bar).  The park and ride services from the Designer Outlet, Rawcliffe Bar and Monks Cross will continue to run, although at a half hourly frequency.  The car parks at Grimston Bar and Poppleton Bar will be closed, although the car park at Askham Bar will remain open.   The Hospital Shuttle Bus from Rawcliffe Bar will continue to run.
  • “Local” services in York will run at a reduced frequency.  Most of First’s network will operate at a half hour frequency, with half-hourly services becoming approximately hourly.  Service 13 (Connexions) will run hourly.  Service 20 every 2 hours, with frequency reductions also on services 24/25/26.  Service 19 will cease to operate, although its stops in Rawcliffe and Clifton will be served by the Hospital Shuttle Bus.
  • CitySightseeing services will not operate.

Longer distance services are also effected.

  • Coastliner services are combined with Cityzap and will operate every hour.  Service 415 to Selby will operate every hour, services from East Yorkshire have also been reduced.  Services 22, 30, 40 and 412 will operate but at reduced frequencies.

Bus users are asked to check operator websites before they travel for the most up to date information.  These can be accessed via itravel York website www.itravelyork.info Whilst these temporary changes are in place bus timetable apps and screens will not be displaying the correct information.

 Rail services:

Train companies are now offering a reduced service – ensuring key workers are still able to travel as required.  Timetables changes will be introduced from Sunday and full details are available via the National Rail Journey Planner and train operating company websites

 Car parking:

A reminder that free car parking for key workers and food workers:

Key workers who work in the NHS or are health and social care related services or work in supermarkets and food outlets without parking (this does not include takeaways) will be able to park for free in council car parks to support the fantastic work they are doing during the corona virus pandemic. Our only ask is that they put in the windscreen a letter on their employers headed paper confirming that they are a key worker in one of the services mentioned above.

During the outbreak the council are mindful that people may not be able to move their car whilst they self-isolate some discretion is being shown to people who park legally provided they are not causing an obstruction or wilfully breaking the law. Any urgent enquiries on this can be sent to parking@york.gov.uk where officers will get back to you as soon as possible.

Please note Fossbank and Piccadilly car parks are currently closed.

Healthy child service

In line with government advice, a few changes have been made to our healthy child service offer.

New parents will still be offered a face to face visit from a Health Visitor when they have been discharged by the midwife. Health visitors will call before they visit to ask about symptoms of coronavirus in the household. Health Visitors can support new parents with feeding, help to understand baby’s communication cues and answer questions relating to baby’s health, safety and development.

Health visitors and school nurses can still be contacted by phone and are on hand to provide advice and support. Please do not come to the centres, we will contact you by phone and visit only if it is essential and safe to do so.

The team can support over the phone with behaviour, toileting, sleep, healthy eating, ideas for activities during isolation and lots more.

Young people can contact the school nurses confidentially by text or call on 07833 437363 Monday- Friday 08:30-17:00

Taxis may have crucial role in current health crisis

A Council meeting which was to have taken place next week (now cancelled) would have considered the high costs of home to school transport. The council has a budget for this service of #2.78 million although the meeting would have heard that this is overspent by #525,000.

Free transport is provided for pupils who are attending their catchment school, and who live more than 2 miles (primary pupils) or 3 miles (secondary pupils) from home. Most of these pupils use dedicated bus services. Those in receipt of free school meals may also benefit from the use of a bus pass.

Special Educational Needs (SEN) children also get free transport. This includes those with an Education Health Care Plan. Many of these journeys are provided by taxis companies.

Although it remains unclear how many pupils will be continuing to attend their local school (the children of key workers certainly will), it is likely that some free taxi capacity will be available over the coming weeks.  

Hopefully this capacity might be used to ease the burden of those restricted to their own homes as a result of the current corona virus threat.

The delivery of proscriptions and shopping are important services which might usefully be provided by taxi

NB. On a similar level, local supermarkets are now advertising for temporary staff to supplement their shelf stacking and home delivery teams. Possibly good news for some self employed workers who might need a short term job?

The following changes will be introduced from this Sunday 22 March

PARK & RIDE

Park & Ride services will run every 15 minutes instead of the current 10 minute intervals. Services will start and finish at normal times We will be producing a specially-printed timetable which will be posted at P&R stations and stops for customers.

CITY & UNIVERSITY SERVICES

Sundays: Will operate a normal Sunday service until 2000, after which evening services on 1, 4, 6, 66 will operate at hourly intervals.

Monday – Friday: Will operate a Saturday Service with additional early morning journeys Monday to Friday, evening services on 1, 4, 6, 66 will operate at hourly intervals after 2000.

Support for vulnerable people

 To help meet residents’ needs, particularly those most at risk or isolated from communities, the Council  has created a help line and support.

Those vulnerable residents who do not currently have any access to support, but who need help because of impact of COVID-19, are asked to email our Community Support Coordinators at covid19help@york.gov.uk  or call 01904 551550 for assistance.

Volunteering

 Thank you for sharing the messages regarding volunteering, we hope that you can continue to do so. We are asking that people register their support by emailing volunteering@york.gov.uk or calling 01904 551550.

We will ask for details of their skills and capacity, match them to an existing voluntary group or train them ourselves, coordinating with city groups and council requirements, manage them to deliver support where it is needed.

Fenwicks

We have therefore taken the very difficult decision to temporarily close all Fenwick stores to the public from 6pm on Thursday 19th March until further notice

Tesco

As from Thursday 19 March

1. Only 3 items per customer on every product line
2. All meat, fish, deli counters and salad bars closed
3. All stores close at 10pm
4. Monday, Wednesday & Friday 9am – 10am – elderly customers only except in Express stores
5. To free up slots for vulnerable people nd who normally shop on line or click and collect please consider shopping in store to free up slots
6. Will be encouraging card payment and introducing distancing measures at checkouts
