Micklegate Bar reopened

Micklegate Bar has reopened to eastbound traffic. All lanes are now open on Blossom Street.

According to Council sources the contractor responsible for removing the temporary road closure signs did not act promptly to remove them when the gas main replacement work was completed.

We think that the Council could have done much better in keeping users updated on the reasons for the delays.

Further down Tadcaster Road, the gas main replacement works are still behind schedule, but there is one piece of good news.

It appears that there will be no total closure of St Helens Road when the works reach that junction. Instead 3 way temporary traffic lights will be used.

It remains unclear when this part of the project will actually start.

Micklegate road works nearing completion

According to the Council web site works on replacing gas mains in Micklegate and Blossom Street are due to be completed today (26th February 2021).

Works in St Helens Road are due to start on Monday

The restrictions at Micklegate Bar have been awkward for pedestrians and cyclists, while other vehicles have been banned from using the route altogether.

Some attempt has recently been made to allow for cycle movements to be restored through the Bar.

Yesterday there still appeared to be a lot of work remaining to be completed.

Resurfacing work almost complete in Tadcaster Road area

After being closed for a time yesterday, St Helens Road has reopened. White lining work there has been completed and is also well advanced on Tadcaster Road.

Both carriageways have been resurfaced.

The contract is expected to be completed tomorrow on schedule although some bad weather is forecast (heavy rain).

Resurfacing works will take place from Wednesday 20 May between 9.00am and 5.00pm, for 4 weeks, working Monday to Friday only.

In order to carry out the work safely, phased lane closures will be in place from the junction of Middlethorpe Drive to the junction of Knavesmire Road whilst works are taking place

The resurfacing works will take place from Wednesday 10 June for up to 4 nights, working between 7.30pm and 5.00am, Monday to Friday only. A full road closure from, but not including, the junction of Lawrence Street up to, but not including, the junction of Morrison’s will be necessary whilst works are taking place.

In addition to the above, we’ll be carrying out kerbing and drainage works on Monday 1 June for a period of 7 days working Monday to Friday, from 9.15am to 4.00pm. These works will be carried out under local traffic management, will not affect access/egress and the road will be open as normal.

In order to carry out these works safely, a number of measures will be taken.

Staff will use ‘stop and go’ traffic control boards whilst works are taking place to manage lane closures, together with the use of a lead vehicle convoy system to guide traffic past the works at a safe and constant speed. This is to ensure that adequate health and safety is maintained for both local residents, the travelling public and the contractor

Site staff will be on hand to advise and assist residents about any access restrictions once the works are ongoing

All on-street parking in the working area and within close proximity to the works will be suspended at these times, although any specific access requirements may be arranged by speaking to the site traffic management operatives, who will co-ordinate with residents’ and businesses’ requirements around the ongoing construction operations. This will not affect access for residents or businesses and the road will be open as normal

Bus services will be running as normal, and although there may be slight delays as a consequence of the works, this will be kept to a minimum

Emergency services will be permitted through the works at all times. Please note that cyclists are advised to dismount and use the adjacent grass verges.

Blue Bridge repairs to start next week

Refurbishment and maintenance works are scheduled to take place on Blue Bridge, over the River Foss, from Monday 18 May for up to eight weeks.

This will include general painting and repairs to the bridge parapet railings, the removal of old paintwork and steelwork repairs. In order for these works to be done safely, the bridge needs to be removed from the site.

A temporary scaffold walkway and bridge will be installed to allow pedestrian and cyclist access whilst the works on Blue Bridge are being undertaken.

There will be two brief closures (of up to 15 minutes each) during this time, to allow the bridge sections to be lifted out and returned into position. This will take place towards the start of the project and towards the end.

The width and overall length of the temporary bridge will be similar to the existing Blue Bridge. We’re asking residents to allow plenty of space between themselves and others in order to reduce the possibility of groups meeting along the restricted width of the temporary walkway.

The works themselves will take place between the Blue Bridge Lane and New Walk (i.e. along the River Ouse riverbank side).

It is possible to avoid this area by traveling via Fishergate for both pedestrians and cyclists.   

The width dimensions of the temporary bridge will be similar to those of the existing bridge, but with a ramp to access the bridge from one side. Cyclists will be able to use the temporary bridge which will be flat, unlike the existing bridge which rises to a peak.

The River Foss navigation will not be available for access to river craft for the duration of the works.

Road users warned of delays as busy Tadcaster Road/St Helens Road junction gets upgrade

City of York Council is warning of severe disruption as it replaces ageing and unreliable traffic lights at the junction of Tadcaster Road and St Helen’s Road from Monday (30 April).

The work is expected to last up to six weeks, and will include temporary lights. The council is advising drivers to allow more time for their journeys, consider alternative routes or travel options like Park and Ride!

While replacing the traffic lights,  the council is making changes to the junction which will improve traffic flows, take advantage of new technology and also prove cheaper and more efficient to run.

The changes to pedestrian crossing arrangements were discussed last summer (click).

Work is scheduled to take place from 7.30am – 5.30pm, Monday to Friday and from 9am – 3pm on a Saturday. Evening work will be required during certain phases of the work, this will be kept to a minimum to minimise disruption to local residents.

Bus routes should remain unchanged throughout the junction improvements.

Work will be suspended from Wednesday 16 May – Friday 18 May and on Saturday 26 May due to race meetings at York Racecourse.

The five year traffic signal asset renewal programme was given the green light by the councillor responsible for transport and planning in November 2015.

The total replacement programme will cost £2.62m over five years and will be funded through the capital programme budget and the existing Local Transport Plan budget.

In a separate development the Council says it is “pioneering intelligent transport technology to tackle congestion on the city’s roads”.

In the first of two Department for Transport projects which could change the way traffic is managed in the UK, the council has installed special sensors from Lendal Arch gyratory and along the A59.

These will pick up anonymous (‘hashed’) mobile phone signals and data from ‘connected’ cars.

The council can then combine this with other data – like real-time bus movements – to give a complete picture of how traffic behaves.

This will help the council to set traffic signals which respond to how traffic actually behaves, especially in events like sudden downpours.

New Puffin crossing planned for Tadcaster Road/St Helens Road junction

As part of a plan to upgrade the traffic signals at the St Helens Road junction a new Puffin pedestrian crossing facility is to be provided on the north side of the junction.

The report says,

“The replacement of the existing island has been proposed because the island is too narrow. It falls below minimum design guidance in terms of its overall width and the distance of its guard rails from the carriageway.

The substandard width results in difficulty for pedestrians in using the facility, especially those with prams and wheelchairs.

The substandard distance of the guardrail to the carriageway has resulted in vehicle strikes which in turn creates a maintenance liability.

The addition of a third pedestrian crossing on the north arm of the junction constitutes as ‘easy win’, in that it provides a desirable pedestrian facility without any significant detriment to the functioning of the junction.

There is no significant change to vehicular delays, queues, Practical Reserve Capacity or congestion.

Introduction of an additional pedestrian crossing on the north arm of the junction is a significant improvement for pedestrians as it serves a desire line accessing the inbound bus stop and Cross Keys public house.

The same meeting will also consider changes to traffic signals and junction layouts at George Hudson Street and East Parade in Heworth
