Pressure mounting for extra green waste collection

With high temperatures continuing and both hedges and lawns continuing to grow, the York Council has come under increased pressure to make at least one additional green bin emptying visit before Christmas.

Green waste refusebinAll the opposition groups on the Council have written to the responsible Cabinet member (Cllr Merrett) asking for the green bins to be emptied. Labour scrapped the emptying of green bins last year leaving residents without a service between November and March.

The move is backed by Liberal Democrat Councillors who have issued a statement saying

“We are calling on the Labour Cabinet to organise an additional citywide garden waste collection this month. As was the case last year, Liberal Democrat campaigners have been approached by a number of residents in recent days who are frankly bemused that the last green bin collection of the year will shortly be completed, while leaves are still falling from the trees across York.

“Residents are faced with a choice of burning their garden waste, driving across York to the remaining recycling centres or putting it into their grey waste collection – which will further increase waste sent to landfill and of course increase landfill tax. 

A special garden waste collection is the only sensible option and would show residents that the council is listening to local concerns and determined to take action to reduce landfill tax. 

Cost has been cited as a reason not to act, but given the rising landfill tax costs – it would surely be better for the council to spend the money on collecting the green waste rather than on the additional landfill tax which would result in not collecting the green waste.”

Essential resurfacing – Holly Tree Lane, Haxby

City of York Council will be carrying out essential resurfacing works on Holly Tree Lane, Haxby from 30 October. The work is expected to take three days and will take place between 9.30am and 5pm.

In order to carry out these works safely, a temporary road closure of Holly Tree Lane will be in place.

The Council says, “All Haxby residents must put out their waste bins for scheduled emptying by 7:00am on 30th October” as collection rounds will be affected by the roadworks

Residents are asking the York Council to continue to empty green bins at least until Christmas.

The request comes as – with warm weather continuing until late into the autumn for the second successive year – large amounts of green waste are continuing to accumulate.

Labour stopped emptying bins at the beginning of November as an economy measure last year. However many residents simply put the waste into grey bins, increasing the amount going to land fill.

This meant that the Council had to pay more in landfill tax

Green_waste_family_89__1A working group report has revealed the kind of charges that Labour Councillors want to introduce for waste collection.

As we have previously forecast, Labour intend to charge for emptying green bins but it also seems that other costs may also be passed on to customers.

The changes are likely to cover:

  • Gardening waste collection
  • Bulky waste collection
  • Clinical waste collection

Of these, by far the most controversial is likely to be turning the green bin emptying into a subscription service.

Information from 46 other local authorities suggests that 40% charge for the service (as does York now for supplementary bins).

30 of the Council’s also collect food waste. This would be a welcome enhancement of the services available in York and which would reduce the amount of waste sent to landfill (and thereby reduce landfill tax payments)

Across the country subscription charges range from £17 pa to £75 pa.

Most Councils provide a service throughout the year but reduce collection frequencies in winter (York stops collections together)

Evidence suggests that 45% of households elsewhere would pay £20 a year for an emptying service.

This falls to 5% if the charge is £50.

We doubt that many residents will even know that this option is being considered.

The new, balanced, Council may simply choose now to restrict any changes to collection arrangements to covering more of the year with green bin collections and refining the charges made for bulky waste collection.

The last York Council meeting heard that Labour Councillors are still actively considering introducing a Green Bin Surcharge.

As previously reported, this new charge would apply to all green bins not just the supplementary bin charge introduced last year.

Most residents feel that the “winter break” for green bin emptying comes too early in the season. Many homes now have only one more bin emptying day before the service is suspended at the beginning of November.

Like last year, leaf fall has only just begun and adding this source of compostable material to grey bins will do little to improve York’s – now relatively poor – recycling rates.

At the moment residents can take items to the “tip” free of charge.

The proposed charge – unlikely to be admitted by Labour until the Westfield by election is out of the way – follow on from the closure of the Beckfield Lane household waste recycling site and an 13% increase in the cost of having up to 10 bulky items removed by the Council.

This came hard on the heels of some new charges at civic amenity sites (and the closure of the Beckfield Lane facility)

It now seem that the Council is set on considering other charges which may include:

  • Commercial waste collection including service provided to schools and charitable organisations
  • Trade waste disposal at household waste recycling centres including service provided to charitable organisations & landlords/letting agents
  • Clinical waste collection
  • Provision of waste containers
  • Hazardous wastes including chemicals

Although not specifically mentioned in the York Council officials report, it is known that – in some countries – charges are levied on the basis of the weight of (landfill) material collected from each dwelling.

It will take the review committee several months to report so it is unlikely that any additional charges could be introduced before next Mays Council elections.

The York Council has revealed that it is receiving an additional £40,000 a year from the new charges introduced for emptying supplementary green (garden waste) bins.

Each household has been entitled to have only one green bin emptied free of charge since the beginning of April 2014.

When the Labour Cabinet decided to introduce the charges in April 2013, they were told that there were at least 5000 additional green waste bins in use in the City.

They hoped that, by charging £35 per bin per year, they would generate over £122,000 a year in increased revenue.

In reality only 1166 households have decided to pay for the extra bins.

It is unclear that is now happening to the green waste that was previously collected.

While some will be “home composted”, more is likely to be going into grey bins.

This will potentially generate more than £50,000 in landfill tax “penalties” making the charging scheme look unattractive to Council Taxpayers who will have to pick up the extra bill.

York Council claims increase in recycling rate

Recycling wagonOver 600 properties in the Clifton area of the city were given a helping hand to re-use and recycle even more of their waste and as a result participation in the recycling collections in this targeted area increased by around six per cent.

The campaign ran over a period of 12-weeks and provided incentives to encourage even more people to recycle and re-use.

Prior to the start of the campaign the council carried out an assessment on how many residents already recycled in the targeted area. This included a doorstep survey which enabled officers to talk to residents direct about any problems that they were experiencing and how they could help to resolve these.

City of York Council’s garden waste collections will start again from next week, with fortnightly green bin collections through ‘till the end of October.

The Council says, “From Monday 31 March, all eligible households will continue to have one garden waste bin emptied free of charge. To enable crews to identify these easily all households have been sent a new garden waste sticker to place on the lid of their bin.

Residents will be given a period of time to ensure the sticker is placed on their bin because from 5 May those bins which are not displaying the sticker will not be emptied.

In addition to this, any households who would like to have more than one garden waste bin collected between April and October 2014 still have time to subscribe to the additional green bin scheme before the collection service starts up again at the end of this month.

These households will receive a separate and unique ‘garden waste scheme sticker’ as part of signing up.

Residents can join the scheme at any time, but those who subscribe before the start of April will benefit from around 16 collections during the 2014 collection period – which equates to less than £2.50 per collection (£35 per year)”.

Residents are also able to take additional garden waste to Hazel Court and Towthorpe Household Waste Recycling Centres free of charge in a car. Residents using larger vehicles or trailers will need to apply for permits to use the site.
