York Council supine, confused and incompetent – Auditors report into York Older Peoples care plan

It is generally accepted that the greatest ongoing financial challenge faced by local authorities is the additional costs which they will face for looking after increasing numbers of elderly people in society.

Two reports into residential care provision in the City have been published over the last 24 hours.

An auditors report  lifts the lid on the collapse of the last Labour Council administrations plans to establish two super care homes in the City.

The second report, which will be considered by the Council’s Executive on 30th July, tries to identify a “way forward” for ailing social care services in the City.

The detailed auditors report from Mazars simply confirms what most interested residents had already worked out.

 The Council had neither the skills nor processes available to manage a complex £30 million project which was hamstrung by political posturing from 2011.

 Initially time was lost as Labour Councillors sought to appease trades union interests, while later the three responsible Cabinet members (Simpson-Laing, Cunningham-Cross and Alexander all of whom lost their seats in the May elections) failed for 3 years to get to grips with a project that had effectively stalled.

As we pointed out at the time, refusing to answer questions at Council meetings on the project, on spurious grounds of commercial confidentiality, was simply a smokescreen for the indecision which heralded the complete collapse of the project.

Reports had been presented to various Cabinet meetings but the auditors confirm  but “There is no evidence of discussion in these key areas at Cabinet”.

In total over £350,000 of taxpayers money was wasted on the project with the subsequent delay also costing taxpayers around £300,000 a year in subsidies to keep existing arrangements in place

Mazars audit report concludes with comments on the new business plan. They say

“The operational and financial modelling aspects have not been finalised and this is an area which requires further development”.

Despite this comment, a second report will be presented to next week’s Executive meeting which proposes a revised plan.

There are worrying omissions from the report.  It is muddled and makes the mistake of not setting out, early on, basic demand assumptions. It is questionable whether many of the criticisms in the audit report have been heeded (not least the need to consider all options at every stage in the process)

 324 pages of documentation have been sent to Executive members to consider covering a wide range of important topics. The agenda is far too long to be considered at one sitting. To avoid the mistakes of the past, new Councillors would be wise to defer some items to a special meeting.

Few issues are more worthy of reflection that the Older Persons Homes strategy.

The new approach seeks to replace a project which became a major embarrassment for the Council.

  • It concerns the most vulnerable members of society.
  • It is potentially hugely expensive.
  • The “business case” implies additional borrowing. (The Council needs to reduce its debts not increase them).

The business case claims there will be ongoing revenue savings. Maybe, but the bigger picture needs to be addressed (including increasing expenditure on non residential care services).

The report implies that some existing frail residents may have to move home twice within a couple of years?

The full capital costs and revenue consequences (divided between debt financing and other costs) should be tabulated. At the moment only top level revenue consequences are listed.

Redevelopment of the built footprint of the Lowfields site will be developer led but must be aimed at older people (not starter homes as the officer report suggests).

The site is ideally located near to the kind of essential amenities that older people require. Refocusing on an elderly care village approach will also minimise traffic issues in the Lowfields area.

The layout should include some “downsizing” homes aimed at over 50’s (thereby releasing family accommodation elsewhere) but otherwise needs to provide a mix of styles and tenures (flats, bungalows and sheltered accommodation with some communal facilities). The setting should be respected with the former school playing fields being conserved and enhanced.

One of the weaknesses of the officer report – which seems to rest on a misplaced loyalty to the grand designs of the previous regime – is that provision for older people on the west of the city is given little consideration.

Acomb residents want to remain to a setting with which they are familiar and where most of the friends and family will probably continue to live.

A cautious and discursive approach is required from the Council new Executive

Behind closed doors logoLabour Councillors continued to obstruct attempts to get at the truth behind the Lowfields Care village fiasco when the Council held a review meeting last night.

Despite revelations yesterday that senior Councillors have known for at least a year that the planned scheme was “unaffordable”, the Labour Council leadership continues to be in a  state of denial.

Meeting minutes revealed that official had blamed “gold plated” building standards for the failure of the project. They had been reluctant to admit the failures because it “could have affected the credibility of the Councils flagship rewiring project”.

The plan had been to keep the mistakes under wraps until after the Council election in May.  But sustained questioning by Opposition Councillors, coupled with the need to respond to Freedom of Information requests, finally forced the public admission last month.

They now hope to sell the site (a valuation of £2 million has been put on it) but appear to have already decided that 100 homes will be built there.

Other than the normal planning application consultation, residents will have no opportunity to influence this decision.

The present Council now only has about 6 weeks to run. Hopefully a more enlightened regime will take over after May 7th.

Only then is the real truth about the fiasco – which is set to cost taxpayers around £1 million – likely to emerge.

Labour have today admitted that they have failed to deliver a new modern facility – aimed at older people – on the site of the former Lowfields school.

Talks with potential contractors have been abandoned and the future of the site has been thrown into the air again.

The site had been “marketed” jointly with the Burnholme school site on the other side of the City (which may still go ahead)

Residents in the west of the City were hoping to see the equivalent of the Hartrigg Oaks facility, which Rowntree Housing manage on the other side to the City, built in Acomb. The Lowfields site was considered to be ideal because it is within walking distance of all major services and facilities. It is close to a frequent buss service.

Although the retirement village was agreed in 2010 by the last LibDem administration, the project was derailed when Labour took office in 2011. They tried unsuccessfully to develop the scheme as a Council run home…. believed to be a condition which a local government union imposed when funding Labours last election campaign.

“In house” provision proved to be unaffordable with build figures of over £20 million leaked to the media in 2012.

The project then went the same way as the Community Stadium plan, with additional requirements being heaped onto potential developers making the whole scheme unviable.

Instead of admitting failure 2 years ago, Labour continued with a doomed “procurement process” until today’s’ announcement brought the sorry saga to an end

The project was 5 years behind schedule and is probably a bigger example of mismanagement than even the Lendal Bridge fiasco.

 Clearly one big question is how much has been spent (staff time, “soft marketing”, plans, procurement etc.) so far on the Lowfields project?

Some sources put the figure at over £1 million.

The U turn will cause consternation in elderly care facilities across the City. Some were destined to close when occupiers moved to the brand new state of the art village.

Now it seems that some may be modernised with suggestions that there could be a new facility and health hub at Oakhaven.

The Council has promised to work with current providers to provide improved facilities especially for dementia sufferers.   A  £2.5m extension to Glen Lodge may be built for dementia care. 

The level of care at Auden House is to be “improved”.

Labour have said that they want to build houses and flats on the Lowfields school site.

Our view is that local residents should be consulted and that the Council should remember that, while the care village had widespread support, alternative building plans were viewed with suspicion by the local community.

Obviously all this will be overtaken by the elections in May when most people expect Labour to be ousted from the leadership of the York Council.

Liberal Democrats still believe in the principle of establishing a quiet, caring, environment for older people in Acomb.

We would look to make the Lowfields site available to providers with the experience and drive to move the project forward again.

At last night’s meeting of the council’s Audit & Governance Committee it was confirmed that auditors Mazars would only offer a “qualified” judgement on the council’s accounts, specifically their ‘Value for Money’ assessment.

A report presented to the committee said there were “weaknesses in budgetary control and financial management in Adult Social Care services….a lack of understanding and ownership of budgets….and performance information was limited”.

It said “during 2013/14 the service did not demonstrate an ability to address the issues that it faced” and financial arrangements in place were “not strong enough”.

The final announcement comes in the wake of serious delays in a  number of social care projects.

Key amongst these are plans to construct a state of the art centre on the Lowfields school site which would have made the service more efficient.

The project is 3 years behind scheduled and Labour Councillors have refused to reveal why, although no formal contract for the facility has yet been advertised for tender.

Lowfields – Labour remain tight lipped on future of school site

The responsible Council member refused to say at the last Council meeting when (or even if) work on the older persons care village at Lowfields would start.

Local residents aren’t particularly interested in the details of the tendering process.

But they do want to know why the scheme is running 3 years behind schedule and they do expect the Council to have some idea when a planning application might be submitted.

The only information forthcoming was a statement that the whole of the Lowfields site is “13.71 acres of which the proposed care home and care village will cover 6.95 acres.  The remaining 6.76 acres is not part of the proposed scheme and there are currently no plans for that part of the land”.

So it seems that Labour are not prepared to confirm that the playing field part of the site is free from the threat of development.

Liberal Democrats are demanding answers over plans for a new care village at Lowfields in Acomb amid concerns about delays and a lack of communication with local residents.

In 2012 Labour’s £13million Elderly Persons’ Homes (EPH) Modernisation Programme promised to replace existing care facilities in York with 200 specialist residential beds at Fordlands, Lowfield Care Village and Haxby Hall.

Since then the programme has been hit with budget and timetable problems as the Haxby proposals were dropped and the Fordlands plans moved to the Burnholme School site.

The Labour Cabinet Member responsible, Cllr Tracey Simpson-Laing, lost responsibility for the project in a reshuffle earlier this year.

Lowfield Care Village, in Acomb on the former Lowfield School site, was due to open in April 2014.

It is scheduled to provide a 90-bed care home alongside independent living bungalows. However, local residents say they have heard little from the council about the delays and no updated timetable has been given. There are also concerns that the council will try to develop the former school playing field – the original intention had been to restrict building to the school ”footprint”.

The former Lowfields school playing fields were the location for a football gala today organised by the Woodthorpe Wanderers FC.

Teams had travelled from all over the region and included one from Middlesbrough.

The same playing fields are under threat after the York Council’s Housing department made a bid to include them in the redevelopment plans for the site.

Previously the intention had been to develop only the “footprint” of the former school buildings.

The attempt to develop the whole of the site is being resisted by officials working on the Councils new “Local Plan”.

The older persons village –which was scheduled to be completed on the site last year – has not even got planning permission yet so it will be 2016 before any buildings are occupied.

That will be at least 3 years behind the original schedule.

Residents living in the Green Lane and Lowfields part of Acomb are forming an action group aimed at getting improvements to public service standards in the area.

The move follow what many residents see as a decline in standards with litter, weed growth, graffiti, potholes and dumping amongst key concerns.

The intention is to have a resident in each street who will promptly report issues to the responsible public authority.

During the winter the group will aim to identify any elderly or disabled residents who are suffering as a result of the Councils decision to reduce footpath de-icing services in the area. They will also be on the lookout for faulty street lights.

In the longer term the Group hopes to persuade the Council to resurface the back lanes in the area.
