Wetherby Road roundabout upgrades – Wetherby Road closed for 4 days from 24th September

The Wetherby Road roundabout upgrade will move a step closer to completion next week when we start resurfacing works on the roundabout and approach roads.

When it is completed it will be the first of seven roundabouts to receive wider entrances and exits as part of a £38m scheme to reduce congestion on the outer ring road.

To keep disruption to a minimum work will take place overnight from 8pm – 5am, weather permitting. The work is programmed to take place in three phases, these are:

Phase 1 (10 September – 14 September, 8pm – 5am): Work will be carried out off the carrigeway with the A1237 and Wetherby Road being open as normal. There may be short periods where portable traffic lights are utilised on the A1237 to allow for tie-ing into the existing road

Phase 2 (17 September to 21 September, 8pm – 5am): Work will be carried out off the carrigeway with the A1237 and Wetherby Rd being open as normal. There may be short periods where portable traffic lights are utilised on the A1237 to allow for tie-ing into the existing road

Phase 3 (24 September to 28 September, 8pm – 5am): Wetherby Road closed from the junction of Beckfield Lane to the A1237. 3-way traffic lights will be in operation on the A1237 and Rufforth arm of Wetherby Road with traffic down to a single lane.

In order to carry out the works in Phase 3 safely the use of a temporary road closure on Wetherby Road will be necessary whilst works are taking place. A signed diversion route will be in place.

As with any construction work, there is likely to be a certain amount of disruption and inconvenience to the public, however we will try at all times to keep any disruption to a minimum.

The York Outer Ring Road improvements programme is being funded through the West Yorkshire-plus Transport Fund, and the Leeds City Region Growth Deal – a £1 billion package of Government investment through the West Yorkshire Combined Authority and Leeds City Region Enterprise Partnership (LEP) to accelerate growth and create jobs across Leeds City Region.

Tough line taken on nuisance tenants

But Council fails to support “Good Tenants”

A tough line is being taken on council tenants whose anti-social behaviour has prompted York’s magistrates to close their homes.

The Community Safety Hub – which includes council and North Yorkshire Police officers – has been supported by local residents to help act to stop the pattern of anti-social behaviour at four York council homes.

As part of their tenancy agreement council tenants or their visitors must not act in a way which intimidates or disturbs their neighbours. To do so risks losing their tenancy.

An address at Dale Street, York has been closed up to prevent tenant Scott Berkley (aged 43 of Dale Street, York) from continuing to create nuisance. The court heard of his repeated loud shouting, swearing and verbal abuse of neighbours. Neighbours regularly reported needles discarded in the gardens and were disturbed by multiple visitors to the property every day and at all hours.

During a tenancy of less than two years, Mr Berkley was convicted three times for possession of drugs and on 14 August 2018 at York Magistrates Court he pleaded guilty to burglary and was sentenced to a Community Rehabilitation Order for 12 months and ordered to repay the victim £200.

Iron Age artefacts unearthered at Wetherby Road roundabout

Typical iron age roundhouse

City of York Council and York Archaeological Trust have discovered evidence of what appears to be a prehistoric settlement during the York outer ring road works at Wetherby Road roundabout.

The earliest discovery appears to date from the Iron Age, roughly 2,500 years ago. This discovery is a large ring ditch which could have been a possible enclosure or roundhouse. It measures approximately 16 meteres making it one of the biggest to be unearthed in York. Unfortunately, none of the postholes have survived over the thousands of years but pits and what looks to be a hearth have been found.

A nearby ditch has also produced a series of finds, including decorated pottery fragments, a fragment of quern-stone and industrial waste material in the form of molten slag. Fragments of possible pumice-stone, a volcanic rock not found locally, have also been discovered. These could point to connections with the wider prehistoric world at that time.

The finds were made during work to improve theWetherby Road roundabout. This is the first of seven roundabouts on the A1237 set for improvements over the next four years. The upgrades will mean more lanes and space on the approaches and exits, as well as improvements for pedestrians and cyclists.

Ian Milsted, Head of Archaeology for York Archaeological Trust, said ‘We’re excited to have recovered this important  information and will now analyse the finds to understand the story of the people who lived here before the Romans founded the city. We’re also very pleased to have successfully recovered the archaeology without disrupting the roadworks, which we will continue to monitor’.

Finds have also been made to the north of the enclosure with a series of other ditches that may indicate field boundaries associated with the settlement.

There is evidence of similar activity from later periods as well, with medieval ditches cutting through the exisiting ones, showing how the agricultural landscape has changed over the centuries. These important discovery adds to the growing body of evidence for late prehistoric settlement around York.

York Archaelogical Trust have present on site from the start of the works after we requested their help to identify and preserve any possible sites of historical interest.

Changes to lanes at Wetherby Road roundabout from this evening

Motorists are asked to take extra care at the Wetherby Road roundabout on the outer ring road as work is undertaken to narrow the road lanes after this evening’s peak traffic.

This reduction in lane width is needed to ensure the safety of road users and construction workers.

Road barriers and a reduced speed limit of 30 miles per hour will also be in place to reinforce safety whilst traveling through the road works.

In addition, there will be a single lane entry onto the roundabout off-peak from Monday to Friday, with the existing two-lane entry retained at morning and afternoon peaks.

The roundabout is the first of seven to be widened to a three-lane approach and two-lane exit in order to reduce congestion on the outer ring road.

The existing two lane entry and single lane exit will be in place through this phase of the works, which are expected to last at least 12 weeks.

The council is reassuring motorists that the restrictions should only cause minor delays.   (more…)

Artists from double Guinness World Record winning company The Projection Studio have designed the piece, taking inspiration from the Minster’s stained glass and architecture.

New ways to support rough sleepers year-round

Big-hearted residents are being asked to consider year-round ways to support rough sleepers into safer more stable lifestyles.

The generosity of people to people sleeping outside at Christmas and this year’s snow has been overwhelming, say homeless charities and the council. This helped to continue work to ensure every rough sleeper is offered a bed and support into safer more stable lives. with the result that on 28 February, just five were sleeping outdoors.

The Salvation Army, Changing Lives, Carecent and Peasholme and other hostels have been flooded with donations of bedding, clothing, food, toiletries and gifts which have been given to people sleeping on the streets and to those who are setting up a new home.

Knowing that many people want to help people who are homeless year-round, the hostels and charities are suggesting some ideas to help support people off the streets:

Please offer your skills:

  • Volunteer with Changing Lives, Restore and Carecent or contact York CVS to offer your time and skills to help homeless people. Maybe you can cut hair or teach cookery, perhaps you could train someone in plumbing or teach guitar? Please contact the charities or York CVS at www.volunteeringyork.org.uk/, 15 Priory St, York, North Yorkshire YO1 6ET, tel: 01904 621 133

Please offer accommodation:

Please offer household goods:

  • Donate clean bedding, towels, toiletries and kitchen utensils to help people who are moving into accommodation. Please hand it in to Peasholme Centre, 4 Fishergate for distribution to York’s hostels.
  • Donate reusable furniture to York Furniture Store on 01904 426444, which helps homeless people furnish their homes. They’ll pick up items for free. http://communityfurniturestore.co.uk/wordpress/index.php?page_id=7
  • Donate food to York Foodbank tel or visit https://york.foodbank.org.uk/ or to Carecent call 01904 624244 or visit www.carecent.org.

Please offer to fundraise:

  • Fundraise or donate to recognised charities working with rough sleepers and homeless people. Changing Lives, Salvation Army,

Please help rough sleepers off the street:

  • Report the location of rough sleepers 24/7 to Streetlink on 0300 5000914 or www.streetlink.org.uk. Streetlink passes this information to The Salvation Army which regularly visits rough sleepers to help them into accommodation and safer, more stable lives.
  • Please urge them to go to our hostels. We will do our utmost to help them off the streets and into safer, more stable lives.

Court case results in York

Magistrates order costs of £1,122 to three who urinated in public

York magistrates court has again backed action taken by the council and police against people urinating in public on the city’s streets.

While sentencing people guilty of the offence in the city centre, the magistrate said: “We cannot tolerate this behaviour in York.”

This week on Tuesday 22 May 2018, the court heard that at 11:30pm on Wednesday 24 January 2018, a police sergeant on duty saw Nathan Charles Rushby-Jones (aged 19 of Newland Park Drive, York) urinating off Micklegate, just six metres away from them. When challenged, he apologised.

In court, the magistrates found the offence proved in Mr Rusby-Jones’s absence and he was fined £250, ordered to pay costs of £300 and a £30 court surcharge.

At a hearing last month on 10 April 2018, the court heard that in the early hours of Saturday 13 January 2018, a North Yorkshire Police officer on patrol saw Gareth James Haycock (aged 24 of Chat Hill Road, Bradford) in Parliament Street deliberately urinating as he walked along the street. When challenged, he told the officer: “I don’t have any excuse for it.”

Mr Haycock has pleaded guilty by post and was given a £110 fine, £30 court surcharge and £150 costs. In sentencing the magistrates told Mr Haycock: “This was an act in full view of witnesses on Parliament Street, and we cannot tolerate this behaviour in York”.

Shortly after midnight on Friday 9 February 2018, a PCSO on patrol also in Parliament Street York saw James McCallum (aged 20 of Prospect Court, Batley) urinating against a bank cash machine. Initially Mr McCallum denied the offence claiming he was withdrawing cash but later admitted the offence.

Also at the hearing on 10 April 2018, Mr McCallum pleaded guilty by post and was given a £72 fine, £30 court surcharge and £150 costs.
