Despite featuring heavily in the pre publicity for the event – when it was assumed that it would be a success – Cllr Crisp now says the decision to hold the concert was taken under delegated powers  by the Director of Communities and Neighbourhoods.

At the last Council meeting the Councillor also said that she didn’t know how much the concert had cost.  

However the figures will emerge through a Freedom of Information request unless the Council publishes them voluntarily.

Cllr Crisp faces a grilling at the next Council meeting about her decision to add the “Grand Departy” event to the Tour de France programme.

The event was poorly supported by York residents with only around 1000 of the 10,000 tickets sold.

The event was dogged by inadequate planning with a License application only granted at the last minute.

Now LibDem Councillor Ian Cuthbertson has tabled a question for the next Council meeting (17th July) in the following terms.

“Regarding the “Grand Departy” held at Huntington Stadium on 4th July, how much was spent on this event (broken down by artist fees, charity contributions, equipment hire, stadium costs, traffic management, staffing costs, hospitality etc), how much income was derived (broken down by ticket sales, sponsorship etc), and who took the decision – and when – to add this event to the Tour de France calendar?”

Some leaks from West Offices are putting losses on the event as high as £100,000.

If the figure is correct, then it is likely to lead to calls for the Cabinet member to resign.

Councillors are understood to be asking just how big a bill taxpayers may have to pick up?

The event – to be held at the Huntington Stadium on 4th July – always looked to be an afterthought.

It is sadly too typical of a council that has over-extended itself once too often.

They need to come clean about how many tickets have actually been sold?

The Councils Executive will this week receive the final report into the 2014 Tour de France concert fiasco.

The Concert cost some £250,000 but attracted only around 1500 people to the Huntington Stadium

It has subsequently turned out that this casual approach to spending taxpayer’s money was the tip of the iceberg with another recent report into the appointment of consultants also revealing that procurement rules were broken.

The Executive is being recommended to approve a series of recommendations aimed at preventing a repetition of the problems.

However, rather surprisingly, it appears that officials apparently do not want the following scrutiny committee proposals to be approved.

To ensure the risks associated with future major events are assessed and mitigated effectively:

vii. The event manual for each planned event must be prepared and supplied to the SAG and event management staff by the required pre-event deadline.

viii. For those events where ticket sales are required, to mitigate any associated financial risk, arrangements for monitoring ticket sales must be made before tickets go on sale and an effective method for the continuous assessment of sales against targets put in place. Any proposed price changes or special offers to boost sales must be assessed and agreed before implementation.

  1. Where an additional event is proposed to be run alongside an existing externally-originated programme, it must be agreed from the outset that this can be done and that no element of competition is anticipated.

Around 1000 spectators turned up for last nights concert at the Huntington Stadium.

The event was hit by wet weather early in the evening.

However ticket sales had been disappointing for the “10,000” capacity event and there are now concerns about who will pick up the bill for, what is sure to be a 5 figure financial shortfall on, income.

The event had been described as a planning “afterthought” with the Council unable to allocate enough resources to its organisation.

The event was never discussed publicly through the Councils  decision making structures.

The responsible Cabinet member (Cllr Crisp) has yet to issue a statement on what many people are labelling as a flop.

Meanwhile media reports have revealed that many who bought “seated” tickets for the event were forced to stand in the rain.

It looks like ti will cost taxpayers around £200,000 if York hosts any international Rugby League matches during the world cup in 2021.

It has emerged that the new Community Stadium would be “too small” to host any men’s matches. Instead the City hopes to attract 4 playoff and one semi final from the women’s competition which will be running at the same time.

The Council says that the publicity attracted by the event would be valuable for the City’s tourist industry.

NB. The Council spent nearly £180,000 on a thinly attended  “Grand Departy” concert during the Tour de France in 2014 .

The investigation report, into failings in the running of events connected with the Tour d France’s visit to York in July 2014, has finally been published.

It reveals a catalogue of poor management decisions and bad communications together with a risky approach to the use of taxpayer’s money.

An investigatory team say that neither the former Council Leader nor Chief Executive had been prepared to give evidence to their Inquiry.

The report is heavily critical of the process used to try to establish a camping site on Monk Stray.

The scale of public opposition to use of the area had been under-estimated while previous licensing and planning applications results had been ignored. Basic errors such as quoting the wrong post code for the site had gone undetected. In the end, the plan was abandoned with camping facilities concentrated near the Millennium Bridge

The focus of concern was the “Grand DeParty” concert. The Inquiry confirmed that the event was conceived as a fund raiser but was only formally agree as late as April 2014. It was announced that 10,000 tickets would be sold at £25 each producing a profit of £150,000.

However, the external management consultants said in April 20154 that it was “far too late for an event date of 4th July

Subsequently an external provider (Cuffe and Taylor) were engaged to organise the concert but using an approach which “was highly informal; there was no clear evidence of a tendering process and the arrangement breached CYC procurement rules”.

No waiver to the rules was obtained.

The report goes on to say,

The Task Group found no evidence of any analysis of where the concert audience might come from following the loss of the Monk Stray campers. Without that analysis, but concerned about preserving ‘our reputation as a city’, the Strategic Lead decided to continue with the concert after discussing this with the Chief Executive and others.

At this point, the emphasis changed from one of balancing the books to getting people to come.

From 10 June 2014, tickets were being sold at half price, and in the last few days; free tickets were offered to staff, partners and local armed forces personnel”.

The Task Group found that negative reports about the concert appeared in local print and broadcast media, besides being promoted by an excouncillor on social media.

This and poor ticket sales meant that attendance was very poor – press reports estimated this at around 1500, far below what had been hoped for. Officers later conceded in hindsight that the concert line-up was wrong and a mix that was intended to appeal to everyone in the end appealed to very few.

There were concerns about safety at the event, which were exacerbated by publication of the minutes of the SAG’s post-concert review meeting”.

“It was not clear where the political responsibility for the concert lay until sometime after the event”. The Inquiry concluded that the Council Leader James Alexander was accountable for the concert arrangements.

Most of those responsible have now left the York Council.

The Council has said that a new Project Management Framework will ensure that similar mistakes are not made in the future

  • There had been a 91% increase in car parking charges in York during the previous 4 years
  • The Council was forced to admit that the introduction of 20 mph speed limits had had little impact. In some streets average speeds had actually increased since the signs were erected
April
  • The York Council was failing to repair 67% of street lighting faults within target time
  • Opposition to plans to charge £35 a year for emptying all “green” bins increased with over 1000 signing a petition. The idea was dropped when many of the policies supporters lost their seats at the Council elections in MayGreen bin petition

May

  • However in the Council elections the LibDems swept to victory in both the Westfield and Dringhouses wards. Labour lost 9 seats and the Council was “hung” or “balanced”
  • Not for the first time St Helen’s Road was closed because of Yorkshire water works
  • Following the Council election results in York, a new coalition took over the running of the City. More transparency and public engagement wa promised although in reality this was illusive during the rest of the year. Priorities would change with vanity projects banished and more to be spent on basic services. However, by the start of 2016 the City was still committed to spending £10 million on a bridge into the York central site, £9 million on a Guildhall redevelopment plan and £8 million propping up the Community Stadium project.

June
  • After standing empty for over 2 years the Council decided to sell the  Oliver House home. It will become a set of retirement apartments

  • The former airspeed factory and tram dept on Piccadilly was condemned as unsafe. It was later demolished

  • The new Council decided to formally investigate the £187,000 lost on the TdF Grand Departy concert. A report was received 6 months later but most of those responsible for the mistakes had by then left the Council. 
  • Weeds started to overwhelm many public footpaths. The Council blamed its own contractors for failing to apply chemicals at the correct time.  
  • One of York’s new fleet of electric buses caught fire. 6 months later the cause of the fire has still not been explained

July

September

…….and then the floods came – the worst since 2000.

The Foss barrier failed, telecoms crashed and even river level gauges stopped working.

The failings had been forecast in a report on the 2012 floodings.
