Overnight road closures for Poppleton P and R site

City of York Council will be carrying out overnight works in the area surrounding the A59 in preparation for the new Poppleton Bar Park & Ride site.

The works will take place in two phases from Monday 31 March until Thursday 17 April and from Tuesday 6 May until Friday 23 May.

To allow the council to undertake overnight works temporary traffic signals or, in the second phase, overnight closures will be in place. The working hours will take place generally between 7pm until 6am, although some operations will be shorter than this.

West Yorkshire combined authority – Transport chair to net £29,000 pa!

Those celebrating the first meeting of this authority – which includes York albeit with limited powers – may wonder about openness and accountability.

But very little information has been published about the new authority – which the Labour Leadership claims will donate over £40 million towards solving some of York’s transport problems.

The papers for the first meeting (taking place tomorrow) have now been published.

Residents will have no time to read the background to what could be far reaching decisions.

WYCA

The highly paid Labour Council Leaders – incongruously photographed with head protection (above) presumably in case they meet up with angry Council Taxpayers – will have to be content with their £30,000 local authority pay.

York will have no vote on “budget and levy setting” which will be done by the West Yorkshire Authorities.

But the papers reveal that other Councillors who are “co-opted” onto the “Transport Committee” stand to get as much as £29,000 on top of what they are paid by their Local Authority.

It is likely that the members of the Authorities sub committees will all be Labour Councillors – the need for political balance having been jettisoned.

The names of the Councillors nominated have not been released ahead of the meeting.

No doubt the potential chair of the Transport Committee will be viewing the meeting in the same way that many watch for the results of the Friday evening Euro millions draw.

Little interest in York “streetscape”

A Council working group is likely to endorse later today a plan which could have a significant effect on the appearance of City centre streets.

The strategy was subject to “public consultation” last year but attracted only 59 responses.

The consultation was conveniently “buried” by the Council in a deluge of documents published last May on all aspects of the Local Plan.Streetscape

The document shows a patronising disregard for sub-urban areas, consistent with the policies of the present Council. They seem to be included only as an afterthought. This could mean that secondary shopping areas like Front Street continue to be starved of resources.

Although many of the ideas in the document will be welcomed, the underlying flaw in the strategy is the almost complete lack of analysis of cost effectiveness.

There is little point in having a policy of laying block pavers, if the City is simply unable to afford to install that type of surfacing over a wide area.

Flexible surfacing – such as that provided in Library Square – is cheaper and easier to maintain.

In most parts of the City such a surface would be adequate. Critically it would allow a larger area to be upgraded for the same level of funding.

Similar criticisms could be levelled at the sections on street lighting, cycle lane width and parking arrangements.

The document would also concentrate maintenance resources on the City centre at the expense of the sub-urban areas.

It quotes spending less on the outer ring road, but in reality it is housing areas that would suffer because they have a low pedestrian footfall.

All in all, this is a financially short-sighted – some might say idiosyncratic – strategy which will need to be revised when Labour lose control of the York Council.
