York Police warn court fine dodgers to pay up

PoliceYork police are warning people with outstanding court fines that they face being sent to prison if they don’t pay up.

York Magistrates’ Court has issued over 220 non-payment of fines warrants which have still to be enforced, some of which contain orders for immediate prison sentences.

It is normally the job of Civilian Enforcement Officers to conduct the warrants, with the help of North Yorkshire Police if required.

However, York police will be carrying out a number of operations in the coming weeks to round up offenders who haven’t paid their court fines.

Dim Council

in the dark

York Council are planning to dim streetlights between midnight and 6:00am.

Residents, in part of Council Leaders James Alexander’s Holgate ward, were used as guinea pigs in a trial earlier in the year.

 In January 2014 the council installed LED lighting in Hamilton Way, Collingwood Avenue, Stewart Road, and Amberley Street in Holgate with several being operated at 50-60 per cent.

The Council Leadership claims that residents did not notice that lights had been dimmed.

Problem is that there was no consultation and residents were kept in the dark (sic) about the trial.

No data on crime levels was reported by the Council who claim that the programme was agreed by the Councils Cabinet on 1st July as part of its (no irony) “rewiring” project.

In reality only passing reference was made to street lighting in a report which ran to over 100 pages.

The Council says, “No comments or complaints were received on the varied levels of lighting throughout the trial”.

Given the flaws in the Councils customer contact system this is hardly surprising. You can’t even report, through the Councils web site, a faulty street lamp let alone a “dim” one.

“Over 1,500 lanterns in York will be replaced this year with a new ‘white light’ – providing a clearer light, which will help make people feel safer at night.

The LED lantern conversions will be installed over a seven month period until January 2015, predominately in the following areas: Rawcliffe, Clifton, Huntington, New Earswick, Copmanthorpe, Bishopthorpe and Micklegate.

The Wards that have been chosen are areas that house the highest number of 35watt low pressure sodium lanterns (orange light).

The new lighting will also help make significant carbon, energy and cost savings.

 In addition to the new LEDS, lights will also be reduced by up to 50-60 per cent on streets between midnight and 6am when the traffic flow levels can be described as quiet. Although the level of lighting reduces this is still within current lighting level standards”.

It is certainly possible to make some savings – and reduce carbon emissions – using more energy efficient systems and lighting cycles.

Such a programme was started by the Council as long ago as 2008.

However, the cost/benefit figures – produced by the Council – now do need further analysis

And, of course, street lighting has a major role to play in tacking crime with back lanes and snickets likely to be particular problem areas when we get to dark winter evenings.

The Council has been secretive in its approach and has played fast and loose with resident’s safety.

They should be more open with their plans in the future.

Proposal to restrict public rights over five alleyways in Micklegate Ward, York using Gating Order Legislation.

In order to help prevent crime and anti-social behaviour, following consultation,  the York Council is considering making operative Gating Orders for

  • Millfield Road/Thorpe Street,
  • Thorpe Street / Russell Street,
  • Russell Street/ Scott Street,
  • Scott Street/ Nunmill Street and making a draft Gating Order for the alleyway between
  • Nunmill Street / Bishopthorpe Road.

Urgent appeal as bogus caller targets elderly Chapelfields man

York police have issued an urgent appeal and warning following a distraction burglary in York yesterday (Tuesday 20 May).

At around 11.30am, a man called at the home of a man in his 80s in Bramham Avenue, claiming he was from the “waterboard” and needed to check his taps.

He got the elderly resident to turn on his kitchen taps and empty a basin of water into a drain outside.

During this time, the suspect searched the victim’s house and stole an amount of cash.

The suspect is described as white, aged in his late 20s to early 30s with a tanned complexion, and a small dark moustache. He was around 6ft tall and of very slim build, He was wearing a dark coloured baseball cap, and dark coloured short sleeved shirt, trousers and shoes.

Police have issued the following appeal to members of the public to contact them if;

  • They have seen a man matching his description in the area
  • They believe the suspect has called at their house
  • Anyone who has seen any suspicious vehicles in the area
  • Anyone who recognises the suspect from the description

Police investigate Acomb assault

York police are appealing for witnesses after a man was assaulted near Askham Lane.

It occurred at around 7pm on Tuesday 13 May 2014, on The Green where it meets Askham Lane, Acomb, involving a car driver and a pedestrian.

As a result of the incident the pedestrian, a 62-year-old York man, suffered a cut to his head as well as cuts and bruising to one of his hands.

A 42-year-old man from York who was arrested in connection with the incident has been released on bail to allow for further police enquiries.

PC Chris Storey, of York Safer Neighbourhood Team, said: “If you witnessed the incident taking place, I urge you to contact the police straight away as you may have information which could progress my investigation.”

York police issue urgent appeal to find missing man

York police have issued an urgent appeal to help trace a York man who has gone missing from his home in the Heworth area.

41-year-old Mandeep Ahluwalia was last seen by his mother in the city on the afternoon of Friday 16 May 2014 and has not been seen or heard from since.

He also left leaving his car, bank cards and mobile phone behind.

Disabled busker racially abused in York city centre

York police are appealing for witnesses after a disabled man was racially abused in the city centre.

The victim, an eastern European man aged in his mid to late 20’s who has no legs, was sitting on his skateboard busking on Coney Street when he was approached by a man at around 12pm on Saturday 26 April 2014.

Poster campaign alerts drivers to cycle safety

A poster and billboard campaign has begun across North Yorkshire urging motorists to drive with the safety of pedal and motor cyclists in mind.

The county council, along with North Yorkshire Police, have launched a new ‘Think! Bike campaign with posters and hoardings displayed in urban areas and along popular cycling and motorbike routes. The first billboard went up in Harrogate this week.

With more cyclists expected to take to the county’s roads in the run-up to the Tour de France, the county council’s road safety team in partnership with the police are running a cyclist and biker awareness campaign aimed at motorists in an attempt to reduce the number of casualties. The purpose is to get motorists to drive with consideration for other road users, especially before turning or changing direction.

Police hunt for wanted York man

York police are asking for the public’s help to locate a wanted man.

 Daniel Pullman, 23, is wanted for recall to prison as he has failed to comply with the terms of his release licence.

He was sentenced to four years imprisonment following the aggravated theft of a vehicle in York, in November 2012. He was released from prison on Monday 25 March 2014.
