Empty offices at Clifton Moor to become flats?
The York Council is to remove restrictive covenants from some commercial properties in Clifton Moor.
This will allow buildings to be converted into residential use.
The Council says that it is doing this because there is little demand for office blocks on the development and a lot of property is empty.
The Council also claims that demand for City centre offices is buoyant.
The covenants were imposed several years ago when the area was first developed.
The area suffers from significant traffic congestion which is unlikely to be sorted until expensive improvements to the northern by pass are completed.
There are some fairly big question to be answered about the quality of residential accommodation that could be provided by converting modern office and commercial buildings.
Huge areas of green field land have been reserved for this purpose – including a nearby site at Westminster Business Park – with many sites being some miles from the City centre.
It also brings into question (again) the assumptions that the Council has made in its draft Local Plan about the demand for office and commercial development land in the future.
The Councils decision was taken at a “behind closed doors” meeting.
There was no consultation with local residents or businesses about the proposal.

Hob Moor development site – third request for changes to planning conditions
Yet more changes to the planning permission granted for the erection of houses on the former Our Lady’s school site on Hob Moor have been submitted. It is the third change, to the conditions imposed by the Planning Committee, requested by the developers in little over 1 month. The letters issued to neighbours who objected to the original – very controversial – plan are opaque with only a very limited time available in which to raise objections. All in all, it is not a satisfactory way of dealing with genuine concerns.

Our Lady’s school site – now developers want to pull down railings
Developers plan to tear down Our Lady’s housing site railings.
They say it will improve “permeability”
Retention of the railings was considered to be important by local residents, and supporters of the Hob Moor conservation area, as it provided some guarantee that domestic use would not creep onto the moor.
The railings will also provide good quality security for the gardens of the residents of the new homes.
The railings are relatively new and have a longer life than the proposed close boarded wooden alternative.

The Council have not given a date by which residents objections must be received although they hope to determine the new planning application (using delegated powers) on 25th June.
Lib Dems welcome Monk Stray U-Turn
Liberal Democrat Councillor Nigel Ayre has welcomed the news that Labour run York Council has withdrawn its attempts to install a permanent 8 metre gate onto Monk Stray from Stockton Lane.
The surprise annocument came this afternoon just hours before the council’s Planning Committee was due to debate the application. It was believed that the gate was being put in to allow large vehicles to access the site during next month’s Tour De France, when Monk Stray will be turned into a ‘Spectator Hub’.
However, over 70 local residents had objected to the application citing concerns that the gate would change the character of the historic public space, lead to the loss of grass land, increase traffic problems on Stockton Lane and would lead to regular large scale events on the Stray. Concerns were also raised by Cllr Ayre that removing historic hedgerow would break regulations.
Cllr Nigel Ayre, Liberal Democrat Councillor for Heworth Without, commented:
“I am pleased that officers have listened to local concerns and taken the sensible decision to withdraw this planning application. With significant local opposition and many unanswered questions it was the logical thing to do.
“However, this is another embarrassing episode for the Labour Cabinet Member and her plans for Monk Stray. It has been one blunder after another. First Labour’s attempts to get a licence to hold events every year on the Stray was defeated, then the Caravan Club pulled out of hosting camping on the site for the Tour De France, and now the plans to install a gate before the Tour have been withdrawn.
“The mistake that Labour has made at every step is to propose half-baked plans before consulting with local residents. Monk Stray is a much valued open space that belongs to the people of York. Labour seem to have completely forgotten this.”

New figures reveal further threat to York Green Belt
Liberal Democrats say that thousands of extra houses could be built on the Green Belt after new figures were released by Labour run York Council.
The housing figures are contained in papers published as part of the council’s 6 week ‘further sites’ consultation, which begins today. Labour was forced to include the housing figures after Lib Dem councillors ‘called-in’ the decision to start public consultation without the numbers.
Last year Labour’s Draft Local Plan earmarked 16,000 houses for York’s Green Belt. However, the new information shows that use of so-called ‘safeguarded land’ could increase that figure by thousands more. Safeguarded land is allocated to meet long-term development need and means land that is being removed from the Green Belt and earmarked for housing.Safeguarded sites at Earswick and next to a planned new settlement at Whinthorpe could see over 2,000 and over 4,000 houses built respectively.
Meanwhile, some Green Belt sites first identified last year will increase in size, including East of Metcalfe Lane and North of Haxby while new sites such as Stockton Lane, the Old School Playing Fields in New Earswick and off Boroughbridge Road would see hundreds more houses built if Labour’s proposals are agreed.
