A64 / A19 Fulford interchange overnight closures for surfacing works

Works to resurface the A64 / A19 interchange, which supports the £2 million Department for Transport funded Pinch Point scheme in the area, will start next week.

The A64 / A19 Fulford interchange will be resurfaced over four consecutive nights from Tuesday 1 to Friday 4 September, with full road closures between the hours of 8pm and 6am.

All traffic diversions will be clearly signed in the area and are as follows:

  • North and south traffic on the A19: will be able to continue through the A64 junction using a single lane and working with traffic light control.
  • Southbound (towards Selby) A19 traffic wishing to travel east on the A64: will not be affected as the A64 slip road will continue to be open.
  • Southbound (towards Selby) A19 traffic wishing to travel west on the A64: will need to be diverted initially eastbound on the A64 via Grimston Bar to enable them to return westbound.
  • Northbound (towards York) A19 traffic wishing to travel both east and west on the A64: traffic from the south (Selby) wishing to travel on the A64 (in either direction) will be diverted via the inner ring road and Hull Road A1079.
  • A64 traffic wishing to use the A19: No direct access to the A19 at the A64/A19 junction. Traffic will be diverted via either Tadcaster Road A1036 or Hull Road A1079 and the inner ring.
  • A64 East-west traffic: east – west traffic on the A64 will not be affected.

• Designer Outlet and Park&Ride: Works will be outside of the Designer Outlet’s opening times, so there will be minimum impact on access to and from the shopping centre. P&R services will not be affected. Patrons and staff leaving the Designer Outlet after 8pm will need to exit via Naburn Lane as St. Nicholas Avenue will be closed after this time.

• Buses: Two routes will be slightly affected, including the 415 service timetabled to leave the Designer Outlet at 9.15pm to York and 9.50pm to Selby. Passengers will need to walk to the stops on A19 Selby Road or A19 near Lingcroft Lane (Persimmon).

City of York Council is undertaking a targeted consultation on a scheme to improve one of York’s busiest road interchanges.

The consultation on proposed changes to the A19/A64 junction forms the first phase in the A19 Pinch Point Scheme, which York received approximately £2million for from the government’s Department for Transport, aimed at helping support growth and tackle congestion.

The council is now consulting users of the junction on proposed changes which include the addition of an extra inbound lane on the A19 on approach to the Designer Outlet / A64 roundabout.

Plans also include a new additional inbound bus-lane between the two roundabouts which would link into the existing bus-lane on the A19 north of this junction. These works would increase the capacity of this junction and save users time on their journeys through this major interchange.

The council bid for and successfully secured millions in funding from a share of the £170 million government Pinch Point Funding in 2013 to protect the A19 from any future closure.

Government to fund flood prevention works on A19 near Fulford

The coalition government has allocated millions in funding towards improving one of York’s key arterial routes. It will pay for much needed flood prevention works, new signalisation and improved access at key junctions on the A19 near Fulford.

The £170 million government Pinch Point Funding was announced earlier this year and part of it is to be used to protect the A19 from any future closure, following an unusual series of flood incidents in 2012 which resulted in the main road closing on three separate occasions. In comparison to a total of five days over the previous four years.

York will receive approximately £2 million from the Department for Transport towards the cost of the £4.7m project which will help towards supporting local transport schemes that tackle congestion and support growth.

The remaining funding will be provided from the private sector and existing council transport budgets.

Key elements of the proposals are to introduce a new left turn free flow lane from A19 into the Designer Outlet Park&Ride; inbound bus priority lanes on the A19 between A64 and Germany Beck, and bus priorities at the Naburn Lane junction and an enhanced junction at the proposed Germany Beck development.

The scheme will complement and enhance the improvements planned to be provided as part of the Germany Beck development, which will create new access to the site and raise the height of the road to be above flood levels.

There will be consultation on the proposed scheme details and the aim is to start construction towards the end of 2014.
