Labour Councillors have tonight pulled back from slashing bus services in York.
We pointed out 2 weeks ago that the planned cuts were ill-judged and showed a poor sense of priorities.

The evening and Sunday number 14 service from Foxwood Lane via Woodthorpe will be discontinued. The 13A service serving Hamilton Drive is retained subject to retendering. The Middlethorpe loop off Tadcaster Road is in jeopardy
The full changes – proposed due to “low passenger levels” – can be found here. (click for route map)

The proposals to change bus services, which are currently subsidised by City of York Council will go to a Cabinet meeting on Tuesday 6 January.
The Council is aiming to reduce bus subsidies by around £200,000. This compares to the £700,000 abortive expenditure that it incurred during the Lendal Bridge closure. The aim of the latter had been to increase bus usage.
There has been no consultation with passengers over the plan and the report makes no attempt to offer alternatives for those who do not have private transport.
In the past the Council has promoted dial a ride and similar services to provide a basic link on low use bus routes.
Unfortunately use of taxis may also prove to be expensive for older people since Labour withdrew of the tokens/taxi card alternative to having a bus pass
If approved, the service changes could be implemented from April 2015.

First, the city’s principal bus operator, is looking to consult with people to seek their views on what they want from bus services and to then consider what changes can be introduced. First have held 5 meetings so far as they meet directly with customers or anyone with a view on buses and how the services can be improved and what links they would like to see
The last two opportunities to attend meetings are:
• Sat 13/7: Acomb Parish Church Hall, 0900 – 1200
• Tues 16/7: York city centre, West Offices, 1000-1400
People who can’t make the meetings need not worry. There is the opportunity to fill in a customer survey online (www.firstgroup.com/yorkconsultation) or write to First (address below) by no later than Friday 26 July.
We have already recorded a view that the 4/5 should be re-routed via Acomb Front Street (old village) to improve access to the many facilities that are located there.
First is responsible for 11 million passenger journeys a year across a network of 15 routes including 5 Park & Ride services.
However the city’s principal bus operator is determined to grow the number of people using buses in York which will help ease the congestion on York’s roads and in turn lead to better air quality in the region – one of City of York Council’s key environmental objectives.
Over the Easter period the following arrangements will apply:
Good Friday, 29th March
Park & Ride services 2, 3, 7, 8 and 9 – Normal Friday service
Main network services 1, 4, 5, 6, 10, 12, 13 & 14 – Sunday service

A meeting next week will consider whether several subsidised bus services in the City should be continued. The issues being considered are:
• Re-tendering of routes 21 (Colton–Acaster Malbis–Askham Bar–York) and 35 (Holme on Spalding Moor–Wheldrake–York).
• The future of two services procured on an ‘emergency’ basis that commenced operation on 7th October2012. These are routes 14 (Beckfield Lane–Boroughbridge Road–York) and 15 (South Bank–Bishopthorpe Road–York).
• The future of routes 24 and 26 (Askham Bar– Acomb Leeman Road–York-Fordlands Road, Fulford). These services currently enjoy a £155,000 a year York Council subsidy and are provided by Coastliner.
The Council will also decide how to respond to four petitions lodged concerning First Group’s commercially operated bus network:
• Route 5 (Strensall–Huntington–York–Acomb) from Huntington residents;
• Route 12 (Woodthorpe–Tadcaster Road–York–Heworth–Monks Cross) from Woodthorpe and Dringhouses residents who were conc erned about reliability;
• Route 13 (Copmanthorpe–Tadcaster Road–York–Haxby– West Nooks) – two petitions have been received, one from Copmanthorpe residents, the other from Haxby residents.
The indications are that services 21 (which includes a loop through the Middlethorpe estate) and 35 will continue while the 15 service to South Bank may be modified (providing a 60 minute frequency).
The report singularly fails to address the issue of whether the new tenders should include a requirement that the successful tenderer should publish reliability data on their services.
Official are recommending that the Council subsidy on service 14 (Sundays and/or early evening) is withdrawn because of poor usage. The 14 currently provides the only direct link to the new York Sports Village on Hull Road and is the only service on Beckfield Lane.
It is likely that route 26 which serves St Stephens Road and Route 26 (Kingsway West/Ascot Way) will be modified (see left)
Consultation with users is promised
Service 20: Askham Bar – Acomb – Poppleton – Clifton Moor – Monks Cross – University of York
The route between Askham Bar and Acomb been revised to run via Chaloner’s Road and Gale Lane. Knapton Village will no longer be served.
In Poppleton the route has been revised to run via Station Road, Long Ridge Lane and Millfield Lane – Main Street will no longer be served.
The section of route between Heslington Hall and Fulford has been withdrawn
Service 11: Bishopthorpe – City Centre
This new SUNDAY service replaces service 112 between Bishopthorpe and York City Centre.
In the City Centre it will run in a loop via Clifford Street, Rougier Street and the Rail Station – passengers may get on or off the bus at any point on the loop.
