Roadworks on Fishergate and Wigginton Road to start next week

City of York Council will be carrying out resurfacing works from next week at Fishergate (starting 17 February) and Wigginton Road (starting 9 March).

The Fishergate works start on Monday 17 February and will take around seven nights to complete (weather permitting), working between 7.30pm till 5am, Monday to Friday only (weekend excluded).

In order to carry out these works safely the use of a temporary road closure from the junction of Kilburn Road up to, but not including, the junction of Fewster Way will be put in place.

Fulford Road and the junction of Cemetery Road will also be closed as part of the works. A clearly signed diversion route will be set out for through traffic.

Buses will be diverted during working hours as follows:

Phase 1 – Junction of Cemetery Rd & Fishergate – Services 7 and 415 – Inbound via Heslington Lane, University Rd, Heslington Rd, Kent St. Outbound via Kent Street, Heslington Rd, University Rd, Heslington Lane.

Phase 2 – Fishergate closed between Cemetery Rd and Fawcett St – Services 7 and 415 – Inbound via Cemetery Rd, Kent Street, Fawcett St. Outbound via Paragon St, Fawcett St, Kent St, Cemetery Rd.

Phase 3 – Fawcett Street closed between Kent Street and Fishergate – Services 7 and 415- normal route inbound. Outbound via Kent Street, Cemetery Rd. Services 66/N66 – inbound via Cemetery Rd, Fishergate. Outbound via normal route.

The Wigginton Road works will start Monday 9 March and will take around two weeks to complete (weather permitting), working between 8pm till 5am, Monday to Friday.

In order to carry out these works safely the use of a temporary road closure from the roundabout at A1237 to the traffic light junction at Mill Lane will be necessary. A clearly signed diversion route will be set out for through traffic.

During both schemes, site staff will be on hand to advise and assist residents about the access restrictions once the works are ongoing.

Any specific access requirements maybe arranged by speaking to the Site Traffic Management Operatives or the Engineer who will co-ordinate with residents and business requirements around ongoing construction operations.

Emergency services will be permitted at all times. Cyclists will have to dismount and use the footways.

As with any construction work, there is likely to be a certain amount of disruption and inconvenience to the public, however the contractor will try at all times to keep any disruption to a minimum.

The Mount road works restart tomorrow

Scheme to be completed in January

Works at the junction of The Mount and Scarcroft Road will resume from Monday 6 January 2020, and are expected to last for up to 4 weeks.

This follows works in October to improve the junction of The Mount, Dalton Terrace and Albemarle Road, and also the junction of The Mount and Scarcroft Road.

The roadworks took longer than planned, so City of York Council is coming back to complete the final stage to refurbish and replace the traffic signals in January. This is to avoid any disruption on the run up to and during the Christmas period.

This final stage is estimated to take no more than four weeks to complete.

Traffic management will be in place at the junction during the works and motorists are expected to experience some delays while the works are underway.

They are asked to plan their journey carefully and leave additional time if passing through the area. It is not anticipated that there will be any diversions or suspensions to bus services or stops, however, to allow construction to take place the inbound bus lane will be suspended during the works. It will be also be necessary to suspend some of the on street parking on the cobbles on The Mount during the works and this will be advertised separately.

Controlled pedestrian crossings will be provided during construction to allow pedestrians to cross the road safely. There will be some temporary footway closures in place to allow works to be undertaken, however, full access will be retained to all businesses and properties during construction.

More roadworks on The Mount from next week

The overrunning road works on The Mount near Dalton Terrace will restart next week. The Council are replacing the traffic signals.

Works will take place Mon-Fri 9am-4:30pm and weekends 8am-4pm

Gale Lane – partial closure this week. Number 4 bus service affected

Monday 18th – Friday 22nd November

Gale Lane (St Stephens Road to Cornlands Road) closed between the hours of 09:15 – 17:00 for carriageway maintenance works.

Service 4 – The service will operate to southern end of Green Lane, turn around roundabout and return through Acomb via Green Lane, Front Street, Gale Lane, resuming normal route at Cornlands Road.

Stops not served: both stops on Tudor Road.

The number 24 bus service will also be re-routed.

Works will start on the junction of The Mount / Dalton Terrace / Albemarle Road and The Mount / Scarcroft Road on Monday 7 October and are estimated to take up to seven weeks to complete.

New, more reliable, traffic signals will be installed and improvements will be made to the pedestrian crossing to introduce a new Toucan crossing over Albemarle Road. The eastern pedestrian footway / off road cycle route will also be resurfaced.

The new technology being installed will help to improve journey times and reliability on The Mount and ease congestion in the area.

The new traffic signals will also be cheaper to run and more reliable. It will also enable the new systems to link direct to the council’s Traffic and Control Centre, so that the Network Monitoring Officers can manage the flow of traffic better in busy periods by adjusting traffic lights to best suit traffic conditions.

Work will be carried out weekdays between 9.30am to 4.30pm and on Saturdays and Sundays 8am to 4pm. Temporary signals replicating, as closely as possible, the current operation of the junction will be in place throughout the works.

Works will be suspended between Friday 12 and Saturday 13 October for York races.

During the works it is anticipated that there will be significant delays when travelling through the junction.

A temporary signalised crossing will be provided during construction to allow pedestrians to cross the road safely. Pedestrian route, cycle routes and access to all businesses and properties will be retained throughout the duration of the works.

Traffic signals to be upgraded on Walmgate junction

Works are estimated to take around six weeks to complete – between Sunday 6 January and Friday 15 February.

New, more reliable, traffic signals will be installed on the junction of Walmgate / Barbican Road / Foss Islands Road and Lawrence Street (Walmgate Bar). This junction was last refurbished in 2002.

Pedestrian crossing facilities will also be improved, by widening the islands and improving the cycle lane on Lawrence Street. An early start signal for cyclists will also be installed, coming out of Walmgate Bar, to provide them with priority coming out of town.

As with any construction work, there is likely to be a certain amount of disruption. Residents are assured that everything reasonably possible will be done to keep this to a minimum. During most of the works, except when Walmgate is closed during the weekends identified below, all routes will be kept open. However, there will be lane closures on some approaches to the junction reducing capacity. Motorists should expect significant delays and plan their journey accordingly.

To help minimise this disruption and complete the works as quickly as possible, work will be carried out from 7.30am – 5.30pm Monday to Friday and 8am – 3pm on Saturdays and Sundays.

The left turn from Walmgate on to Foss Islands Road will be prohibited during the works, diversion routes will be in place. Walmgate will be closed at the Bar on Sunday 6 January to allow for preliminary site works to be undertaken. Walmgate will also be closed on the weekends of 12 / 13 and 19 / 20 January to allow the works on the approach to be undertaken safely.

During the works it is anticipated that all bus services will operate as normal, however there will be delays when travelling through the junction.

When Walmgate is fully closed at the bar buses which normally use this route will need to be diverted. Information regarding the diverted routes will be posted at www.itravelyork.info/

Temporary crossing points will be available at all times during the works to ensure that all pedestrian crossings that are currently available are maintained. Traffic marshals will be on site between 7am and 7pm, seven days a week to assist with pedestrians crossing the road.

The five year traffic signal asset renewal programme was given the green light by the councillor responsible for transport and planning in November 2015 at a public meeting.

The total replacement programme will cost £2.620m over six years and will be funded through the capital programme budget and the existing Local Transport Plan budget.

Residents are urged to plan ahead, allow more time for journeys on these routes and to consider alternatives and to use public transport where possible. Major improvements works for Stonebow,Fossgate and Pavement to take place between January-April 2019

City of York Council is investing £1.1 million to make major improvements to Stonebow, Fossgate and Pavement in York’s city centre.

The works will improve the street’s appearance and character, create a more pedestrian-friendly environment and improve access for pedestrians and cyclists, which will attract more visitors to the area.

Starting from 7 January, the scheme will be carried out in phases over 12 weeks, and are estimated to be completed by early April, weather permitting, in time for Easter.

For the first time in a generation, the council is completely reconstructing the roads and footpaths on Stonebow, Fossgate and Pavement, which are in a poor condition and need to be replaced.

This will involve constructing/resurfacing and rebuilding the existing stretch of road – including excavating, which will require archaeologists to be in attendance.

The council consulted with businesses, traders and residents in September about changing the Traffic Regulation Order (TRO) to reverse the traffic flow on Fossgate, which have now been implemented. At the same time, the consultation also included details about this scheme too.

In addition to this, the council hosted a drop-in meeting on 11 December, offering an open invite to talk to traders, businesses and residents about how the council can work with them to help minimise disruption and promote “open as usual” messages.

It’s likely that the work will cause significant disruption to traffic as these are major works. The council is aiming to keep this to a minimum by:

Allowing one way access from Colliergate, turning right only, onto Pavement towards Piccadilly at certain time.
Deliveries will be permitted on Fossgate and Stonebow during certain times but will be managed by traffic marshals.
Full overnight road closures will be required for surfacing works at the end of the scheme (in April). Further details will be provided nearer the time.

Night time closure of A1237 northern by pass and Wetherby Road starts on 19th November

Work on Wetherby Road roundabout Overnight closures for 10 days

City of York Council will be carrying out surfacing works at the above said location commencing on Monday 19th November 2018 for a period of 10 days including Saturday and Sunday (weather permitting).

The works will be carried out between 8.00pm – 6.00am. The roads will remain open as normal outside the above hours.

There will be further works following on from this period but these will be carried out under lane closures and temporary signals with the A1237 and Wetherby Rd remaining open.

In order to carry out the works safely the use of a temporary road closure on the A1237 from the roundabout at A59 to the roundabout at Askham Lane and the closure of Wetherby Road from the junction of Beckfield Lane to the junction of Grange Lane (rural) will be necessary whilst works are taking place.

Outside of working hours the road will remain open as normal.

Clearly signed diversion routes will be set out for local and through traffic . The closure is to ensure that adequate Health and Safety is maintained for both local residents, the travelling public and the Contractor. Site staff will be on hand to advise and assist residents about the access restrictions once the works are ongoing. Your assistance will be much appreciated.

Emergency services will be permitted through the works in any situation. Cyclists will be subject to the same traffic management as other road user vehicles.

Temporary repairs on Parliament Street

Over the years, the paving has become worn and damaged. One of the main reasons for this is because the trees on Parliament Street are taking a huge amount of water from the underlying clay, which is shrinking the clay underneath the paved areas. As a result an entire new section of pavement from the area near the old fountain to Mark’s and Spencer is required.

The council listened to businesses and retailers in June, when works were originally due to be carried out, and postponed these during the busy summer months.

Following further assessment of the highway, the paving has deteriorated even more – to a level which now requires immediate repairs ahead of the busy Christmas period. This is in order ensure the area is safe for pedestrians.

The temporary measures will include taking up broken and uneven paving slabs/flags and laying two new layers of tarmac surface.

The temporary repairs will start week commencing the 1 October and be completed by the 2 November.

This is not a permanent solution and plans to resurface the full area are in development.

Businesses and retailers were hand delivered letters outlining the works on Thursday 27 September.

City of York Council will be carrying out the works and will be responsible for public safety and for providing access while the work is ongoing.

Works are scheduled to take place between 7am and 4pm Monday to Friday. However some out of hours working will be required (early morning and weekends) to reconstruct access to retailers premises to reduce the impact of this work to businesses in the area.

As with any construction work there is likely to be a certain amount of disruption and inconvenience, but the council will be doing everything reasonably possible to keep this to a minimum.
