Work starts on region’s largest EV charging hubs

City of York Council is delighted to be working in partnership with Evo Energy to start construction on the largest HyperHub sites in the region.

The council is investing £2.2m to develop sites, next to Monks Cross and Poppleton Bar Park and Rides, into high quality, high speed electric vehicle charging hubs.

Each HyperHub site will consist of solar PV canopies, battery energy storage, 4 Rapid and 4 Ultra Rapid electric vehicle chargers.

The chargers will help the region to support the next generation of electric vehicles which have significantly larger battery capacities and support higher charging speeds.

Construction on both sites has started, and will be led by EvoEnergy. The new sites at Monks Cross and Poppleton are scheduled for completion in June 2021.

City of York Council is a pioneer in the use of innovative green technology. Over recent years, the council has lead the way in providing a range of public charging facilities for electric vehicles to help reduce carbon emissions and improve local air quality thanks to EV’s eliminating NOx emissions at the point of use.

In addition to generating low carbon electricity on site through PV arrays, all of the electricity supplied from the national grid will be generated by renewable sources providing users with low carbon electricity and ensuring that no NOx emissions are emitted from electricity generation.

The council has successfully secured £1m of European Regional Development Funding and £800,000 from the Office for Low Emission Vehicles, along with £400,000 of the council’s own capital funding to install the first two HyperHubs.

This comes just at a time when the nation prepares to transition across to using electric vehicles with the announcement of a complete ban on sales of new petrol or diesel cars by 2030, with plug-in hybrid sales to end in 2035.

When the council first developed their EV charging network in 2013, there were far fewer plug-in vehicles on the road. However, over the past few years, electric vehicle technology has progressed massively and these vehicles have now become a viable option for many everyday road users.

What is Included?

City of York Council has been able to secure funding from the Office for Low Emission Vehicles and European Regional Development Fund.

This largely covers the cost of building the two HyperHub sites, along with a solar canopy system (100kWp) which will generate green electricity and keep users dry and a battery storage solution (348kW / 507kWh), meaning that the council will be able to maintain a lower tariff than commercial operators can offer.

Both of the HyperHub sites will contain 4x Ultra-Rapid (150kW) and 4x Rapid (50kW) vehicle chargers, helping to support the uptake of modern EV’s that have larger battery capacities and are capable of Ultra Rapid charging.

The development of this system will encourage private car owners, taxi drivers and business users to make use of the new facilities, therefore, improving the city’s overall carbon emissions.

Both of the HyperHub sites are started construction in January with both sites due to finish in June 2021. 

This investment is just the beginning of the journey for City of York Council as they revitalise their electric vehicle charging network in 2021 ready to support the transition to EV.

Huge losses forecast on York’s leisure facilities?

The recent media focus in York about the new Community Stadium has tended to draw attention away from the City’s leisure centres. The future needs to be clarified as the pandemic seems likely to prevent their early reopening.

The centres have been managed by GLL “Better Leisure “ since 2017.

They took over the “Energise” facility on Cornlands Road, the Yearsley swimming pool and – more recently – the new Burnholme and Monks Cross centres. For a short time they had managed the  “Waterworld” facility at Monks Cross but it had closed against a background of declining attendances.

The decision to outsource the Council owned facilities was a controversial one. Essentially what had been a Labour controlled Council wanted to minimise the financial risk for taxpayers.  The deal that was set up gave the social enterprise provider ample scope to make profits from its new estate.

There have been continuing grumbles about the Energise/Better site with many feeling that charges are too high to be attractive in one of the less well off parts of the City.

In common with similar facilities elsewhere, GLL have been forced to close due to the lockdown (s).

This has presented them with the problem of ongoing expense but no customers. Most of their staff have been “furloughed” and buildings mothballed.  The much-delayed opening of the Monks Cross Community Stadium site has added to their woes.

It remains to be seen whether compensation could be payable – and to whom – for the delayed building works.

The Council pays GLL a management fee. Sources within the Council have said that GLL are now seeking compensation for their ongoing losses.  

Apparently, the Council have submitted a claim for £399,000 to Sport England who had offered to support leisure operators. This may not be enough to cover the deficit. The Council and GLL are currently undertaking an “open book” review.

Any decision to provide additional financial support from the Council would require a decision from Councillors. Several Councillors – as users of the  leisure facilities – would be debarred from voting on any such decision.

There is another body of opinion which thinks that the local authority should bring the facilities back under its direct control.

It seems that the Community Stadium saga has allot further to run.

More on financial threat to Energise and other GLL leisure facilities in York

In May, a media report confirmed that the GLL group – who manage several leisure facilities in York including Energise on Cornlands Road and the Yearsley swimming pool – were in financial difficulty.

They asked the York Council for support.

The move may partly explain why more progress has not been made in bringing new facilities at the York Community stadium site into use.

The York City Council said it “will continue to work closely with GLL.” 

At the time, Ian Floyd, the council’s interim head of paid services, said: “Throughout the city’s response to coronavirus we understand that the businesses we work with have had to adapt due to temporary closures, working differently and dealing with the financial demands this places on them.

We are working with our partners across the city to ensure we support them to work safely, and we continue to follow government guidance regarding our ongoing service contracts.

“City of York Council supports GLL through our leisure services contract via monthly payments. This is usually paid in arrears. Following government guidance, the council have paid three months of the contract fee upfront, covering April to June 2020.

“We understand that GLL have furloughed the majority of staff at these venues and have confirmed they are continuing to pay 100% of their salaries until May. City of York Council will continue to work closely with GLL, to work through the contract implications of the Coronavirus response which closed all public leisure facilities in March.

There has been no recent update from the Council although some facilities did subsequently reopen on a limited basis.

What & when at Monks Cross?

It isn’t just the Community Stadium (see story below) that is lying unused at Monks Cross.

The £12 million gym, swimming pool and outdoor all-weather sports pitches are also still under wraps.

Coming to Monks Cross – but when?

Around £14 million of taxpayers money has been used to subsidise the complex on top of which were “developer” contributions of over £15 million  (click).

The expectation was that the site would provide several hundred additional jobs for York – opportunities which look to be even more important as the post COVID-19 recession hits employment levels in the City.

Other sports and swimming facilities in the City reopened on 10th August (click).

IMAX cinema has reopended

The IMAX cinema recently reopened and two adjacent units have been taken up by a bowling alley/café (Hollywood Bowl) and an indoor putting green (Putstars). Opening dates haven’t been confirmed.

Both had been scheduled to open in April. Together they will create about 60 jobs.

Elsewhere the Council hasn’t issued any update on the progress made in letting the floor-space in the building that they have underwritten.

When will LNER Community Stadium be completed?

Building work is still continuing at the site of the LNER Community Stadium at Monks Cross. It seems that it will be some time before all the buildings can be brought into use.

Community Stadium works till not completed

The main area of concern remains the stadium itself.  The authorities failed to stage the required test events before the lockdown led to a suspension of most work.

The test events – of varying capacities – are a prerequisite for the issue of a safety  certificate. Without a certificate the stadium can’t be commissioned.

It is something of a paradox that – because of social distancing regulations – initially only a proportion of the capacity would be used.  The (National League) football season is due to start at the beginning of October. That is only seven weeks away. Players will recommence training shortly and it is customary to stage friendly matches in the immediate run up to start of a season.

There is little clarify from the government at this stage about how social distancing might limit crowd numbers.

Some sports commentators have said that as few as 1 in 5 seats might be occupied.

LNER Community Stadium

Therein may be the rub for York City.

Social distancing is potentially much easier in an all seater stadium like the one at Monk Cross. If 20% of its 8512 seats were occupied then this would be enough to accommodate all season ticket holders plus a few more.

York City’s average attendance, during the last fully completed season (2018/19), was 2443.

 In the same year the York Knights Rugby Team attracted 2125.

If one in three seats could be occupied (essentially respecting a 1 metre social distancing guideline) the all regular supporters could be accommodated.

Some other teams in the National League North have announced plans to ground share at stadiums with a larger capacity to accommodate all who wish to attend.

Hopefully the Council and its partners have plans in place to quickly finish off the remaining building work and find a way to open the stadium albeit possibly with a reduced capacity.

Council net debts mount to £289 million.

The Councils net debts increased to £289 million in the year up to April 2020. 

That was an increase of £43.4 million over 12 months.

The figures are revealed in a report to a meeting taking place this week.

The Council net debts are forecast to increase to £452.4 million within the next 5 years.

This will mean that nearly 25% of Council Tax income will be spent on interest and redemption charges.

The figures don’t take into account the toll that Coronavirus has had on finances over the last 4 months.

Although interest rates are at historically low levels, the Councils income steams have been badly hit. In turn this affects the authorities ability to service its debt charges.

Projects which depend on asset sales for funding are also facing challenges. The commercial property market may be depressed for several years.

The report fails to provide an update on the assumptions made about commercial letting returns.

 As well as an expanded shops portfolio, the Council has embarked on a  series of projects, like the Community stadium and the Guildhall renovation, which depend partly on rent income from office and commercial space to pay for the investment.  

Empty offices at Monks Cross

Several Council owned offices are currently empty.

The Council, is particularly reluctant to say whether the speculative offices, which it agreed to underwrite at Monks Cross, have yet found a tenant.

Monks Cross chaotic

Anyone thinking of going shopping at Monks Cross should beware of the redevelopment work that is going on . The area around Boots is particularly chaotic this week with no accessible bicycle parking and facilities for pedestrians less than ideal.

Possibly a short term boost for City Centre and Front Street traders.

Hopefully the bosses at Monk Cross will get things sorted out before the IMAX cinema opens in December.

Traffic signals to be upgraded at Monks Cross junction

New traffic signals will be installed at the pedestrian crossing/road junction in Monks Cross this month, ahead of the new York Stadium and Leisure Complex opening later this year.

Outdated traffic signals at the junction of Kathryn Avenue and Jockey Lane at Monks Cross are set to be replaced by City of York Council.

Works will start on Monday 29 April and are estimated to take around four weeks to complete. The hours of working will be 7.30am – 5.30pm, Monday to Friday and 9am – 3pm on Saturdays.

The new technology being installed will help to ease congestion in the area and enable the new systems to link direct to the council’s Traffic and Control Centre, so that Network Monitoring Officers can manage the flow of traffic better in busy periods.

As with any construction work, there is likely to be a certain amount of disruption. Residents are assured that everything reasonably possible will be done to keep this to a minimum.

During the works it is anticipated that all bus services will operate as normal, however there will be delays when travelling through the junction. 

Temporary crossing points will be available at all times during the works to ensure that all pedestrian crossings that are currently available are maintained.  Traffic marshals will be on site between 7am and 7pm, seven days a week to assist with pedestrians crossing the road.

Residents are urged to plan ahead, allow more time for journeys on these routes and to consider alternatives and to use public transport where possible.

Liberal Democrat Councillors launch petition to reduce proposed Community Stadium parking charges

Liberal Democrat Councillors have launched a petition calling on the Council to reverse the proposed increase to parking charges at the York Community Stadium.

The new £10 charge was agreed by Tory Executive member Peter Dew at a meeting which took place 3 weeks ago.

Under current proposals, fans travelling to park at the Park & Ride facilities to reach the Stadium may be charged £10 to park, increasing from the current £5 price.

This will be in addition to some spaces reserved for the sports clubs, continuing Park & Ride services and free parking at the Vangarde Shopping Centre, which will be limited to two hours on all match days.

If approved, local councillors are concerned that fans travelling to the Community Stadium will seek alternative or cheaper parking in nearby Huntington, increasing local traffic in the community and on-street parking on matchdays.

Local Liberal Democrat Councillors for Huntington and New Earswick have voiced their concerns at the proposals and have now launched a petition calling for a reduction to the proposed fare increase.

New plans to cut congestion on York outer ring road roundabout near Monks Cross

City of York Council is sharing proposals to cut congestion and journey times on one of York’s busiest roads.

Residents and businesses have until Friday 1 June to view and comment on designs to upgrade the outer ring road’s Monks Cross roundabout. A leaflet can be downloaded from here

This will be the second of seven A1237 roundabouts set for major improvements over the next four years – a total £38 million programme funded through the West Yorkshire-plus Transport Fund. The council is starting work on the first junction improvement at Wetherby Road this summer.

The roundabout upgrades will mean more lanes and space on the approaches and exits. Where possible the road layouts will be designed to accommodate the potential future scheme to bring the outer ring road up to dual carriageway standard.  The Monks Cross roundabout improvement works are planned for early 2019, although some site clearance work could start earlier.

 

Plans can be viewed online at www.york.gov.uk/yorr, at the council’s West Offices on Station Rise, YO1 6GA, or at two special public exhibitions at Monks Cross Shopping Centre management suite (in the corner by New Look) between 1 and 6pm on Tuesday 8 May and Tuesday 22 May.

All comments will be reviewed and changes to the design made where possible.  The decision on the final layout will be taken at a public Executive Member for Transport and Planning Decision Session meeting later in the year.

The York Outer Ring Road improvements programme is being funded through the West Yorkshire-plus Transport Fund, and the Leeds City Region Growth Deal – a £1 billion package of Government investment through the West Yorkshire Combined Authority and Leeds City Region Enterprise Partnership (LEP) to accelerate growth and create jobs across Leeds City Region.
