Local Plan: “New” housing land figures released

The York Council has released what it claims are new figures intended to quantify the demand for housing development land in York.

The most recent Office of National Statistics population forecasts for the City show a marked reduction compared to the assumptions used when Labour published their version of the Local Plan three years ago.

Their plan to build 23,400 additional homes, mainly to accommodate foreign immigration demand (see table 5), prompted a “Big City or Our City” debate at the last local elections in May 2015. Labour’s ideas were rejected at that poll and the expectation is that the York Council will revert to a more reasonable annual building target of around 575 homes per year

Population growth forecasts, produced by the Office of National Statistics (ONS), have reduced dramatically in recent months. They currently show the City’s population growing from 203,000 to 224,000 (approx 21,000 people) between 2012 and 2031.

 With an average of 2.2 people residing at each dwelling, that is equivalent to a requirement for about 500 additional homes each year. To this should be added an assumption about economic growth (which generates  additional housing demand)

The new report will come as a disappointment to many. It fails to examine the capacity of the City to absorb growth without fundamental damage to its character.

 The jargon littered papers conclude that 758 additional homes are required each year.

The report does make some progress on two issues:

  1. It accepts that there is a 5 year supply of land available to satisfy immediate housing demand requirements. The list of sites considered to be available (most already have planning permission) can be found by clicking here
  2. Officials now accept that part – around 140 additional homes pa – of the housing demand will be satisfied from “windfall” opportunities. These are sites which the Local Plan either does not schedule for housing or a combination of very small sites. Most of the planning permissions granted in recent years have been for windfall sites not identified in the 2013 Plan.

The Council seems still to be some way from finding its way through a mass of contradictory evidence.

Plan to sell alcohol at cycle shop attracts objections

Cycle HeavenA plan to sell food and alcohol at the Cycle Heaven premises on Bishopthorpe Road has attracted opposition from some local residents.

The licensing application – which could see alcohol served until midnight – will go before a committee meeting on 14th September.

The change of use will also require planning permission.

Cycle Heaven have announced that most of their business is being moved to larger premises in Hospital Fields Road.

Council officials recommend demolition of Reynard’s garage

Reynard’s Garage, 17-21 Piccadilly comprises a substantial early 20th Century masonry and steel portal framed structure lying within the Historic Core Conservation Area to the south west of the River Foss and the City Centre.

In a report to a planning committee next week, Council officials say, It is of some townscape importance as part of a group of early 20th Century industrial buildings and of some historical importance through its association with early aircraft manufacture by Airspeed Ltd and the author Neville Shute. It was initially constructed as a Trolley Bus Depot but following on from the withdrawal of the network in the early 1930s was converted to industrial use. The building is referred to in the Central Historic Core Conservation Area Appraisal although an attempt to have it Listed as being of Historic or Architectural Interest through Historic England has previously proved unsuccessful due to the lack of survival of its historic detailing and its very poor structural condition. It is in very poor structural repair and has been vacant for approximately 20 years”.

The report also says,

“it is clear that the fabric of the building is beyond repair for reuse, and the building is in the short term highly likely to collapse without major intrusive supporting works”

Officials recommend “any permission be conditioned to require short term development comprising the landscaping of the site including an element of interpretation of its role in the development of the modern City”.

They go on to recommend the demolition of the building.

Any short term use is likely to be restricted to either car parking of use as a coach drop off point. Council officials seem to think it will become a “landscaped area” although the costs and source of funding for such a temporary use are unclear.

The Council recently withdrew from its forward decision programme proposals to create a “Masterplan” covering the whole of the Piccadilly area.

While developers are known to have tabled comprehensive  proposals for the area – including the conversion of Ryedale House into residential accommodation – it seems unlikely that the proposals will be considered in the near future.

In the meantime the derelict site should be made safe and put to a positive use which is neither an eyesore nor a burden on taxpayers..

The York Council has withdrawn from its meeting schedules a report on the future of the Castle/Piccadilly area.
